HSN Chapter 85 covers electrical machinery, equipment and parts thereof and is the largest single chapter in the BIS-notified schedule. Within this chapter the Bureau of Indian Standards (BIS) has notified 135 tariff lines spanning headings 8504 (transformers, inverters and chargers), 8506-8507 (primary cells and accumulators), 8509-8516 (domestic appliances including water heaters, microwave ovens and induction stoves), 8518-8519 (audio amplifiers and sound recording apparatus), 8521 (video recorders), 8523-8524 (recorded media and display modules), 8525-8528 (transmission, reception and monitors), 8536 (switchgear), 8541-8543 (semiconductors, electrical machines and electronic devices). The chapter spans the entire consumer electronics, IT and electrical-appliance regulatory perimeter.
Twenty-six Indian Standards govern the chapter. CRS-notified standards dominate — IS 13252 (with IS 616 in concurrent running) for audio-video and IT equipment safety, IS 16046 for batteries, IS 16221 and IS 16242 for power supplies, IS 17150 for printers, IS 17980 for power banks, IS 18112 for solar inverters. ISI-Mark standards cover induction stoves (IS 302), transformers (IS 3024, IS 648, IS 16585), microwave ovens, ceiling fans and other appliances. Scheme distribution splits between the Compulsory Registration Scheme (CRS) for 102 codes under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, the ISI Mark Scheme for 28 codes, and Scheme-X for 5 small electrical-accessory codes.
