Printed circuits for electronics (TVs, computers, mobile phones)
HSN 8534 00 00 (Printed Circuits) is subject to Central Pollution Control Board (CPCB) Extended Producer Responsibility (EPR) authorisation under Schedule I of the E-Waste (Management) Rules, 2022, notified vide G.S.R. 801(E) dated 02-11-2022. The EPR authorisation requirement applies to importers of printed circuits used in televisions, computers, printers, refrigerators, washing machines, mobile phones, and allied electronics. Micro enterprises as defined under the MSME Development Act, 2006 are exempt from the EPR obligation.

The most common error on this tariff line is assuming that EPR authorisation is a post-import obligation fulfilled after clearance. CPCB EPR authorisation must be in place before the bill of entry is filed; consignments imported without a current authorisation are liable to detention and may attract environmental-liability proceedings under the E-Waste (Management) Rules, 2022. Importers should also confirm that their authorisation explicitly names the Schedule I product categories matching the circuits being imported, not merely a generic electronics scope.
