HSN Chapter 73 covers articles of iron or steel — the downstream finished goods derived from Chapter 72 primary inputs. Headings 7301 through 7326 capture sheet piling and steel angles, tubes and pipes of stainless and other steel grades, line pipe for oil and gas, drill pipe, casing and tubing, tube and pipe fittings, structural elements, gas cylinders and high-pressure containers, stranded wire and rope, chain, anchors, nails and fasteners (screws, bolts, nuts, rivets, washers, threaded articles) and cast and forged general-engineering articles. Within this chapter the Bureau of Indian Standards (BIS) has notified 83 tariff lines under the Steel and Steel Products (Quality Control) Order, 2024 (S.O. 3716(E)) and the Steel Tubes, Pipes and Fittings (Quality Control) Order administered through the Ministry of Steel.
The controlling standards include IS 1239 family (welded steel tubes), IS 1879 (line pipe), IS 4521 (carbon steel chain), IS 1363, IS 1364 and IS 1367 family (bolts, nuts, screws and threaded fasteners), IS 1269 and IS 1804 (cylinders), IS 2266 and IS 2365 (stranded wire and wire ropes), IS 2141 (anchor chains), IS 7483, IS 7485, IS 7486 (cast and forged fittings) and the IS 18471, IS 18476, IS 18480 and IS 18507–18509 series notified under the 2024 QCO refresh for tubes, pipes and structural articles. All 83 codes fall under the ISI Mark Scheme (Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018). Indian manufacturers require a CM/L licence; foreign manufacturers require a Foreign Manufacturers Certification Scheme (FMCS) licence through an Authorised Indian Representative (AIR).
