HSN Chapter 56 covers wadding, felt and nonwoven fabrics, special yarns, and twine, cordage, ropes and cables — the technical-textiles backbone of agricultural baling, fishing nets, tyre cord, infrastructure geotextiles and industrial netting. The Bureau of Indian Standards (BIS) has notified 20 tariff lines within this chapter under headings 5603, 5607, 5608 and 5609, every code routed through the ISI Mark Scheme under Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018.
The chapter draws on a long list of Indian Standards. IS 16391, IS 16392 and IS 16393 govern non-woven geotextiles under heading 5603. IS 1084 specifies coir yarn, IS 1804 covers manila and sisal cordage, IS 5175 governs nylon ropes, and IS 4572 sets out cotton ropes — collectively the controlling standards across heading 5607 twine and rope. IS 14928, IS 14929 and IS 11066 cover specialist cordage; IS 8674 governs polyester fishing nets and IS 17609 specifies high-tenacity industrial yarns. Foreign manufacturers must obtain a licence under the Foreign Manufacturers Certification Scheme (FMCS) and appoint an Authorised Indian Representative (AIR).
