HSN Chapter 68 covers articles of stone, plaster, cement, asbestos, mica and similar mineral materials. Within this chapter the Bureau of Indian Standards (BIS) has notified 7 tariff lines, all under heading 6811 — articles of asbestos-cement, cellulose fibre-cement and similar fibre-reinforced cementitious composites, including corrugated and plain sheets, tiles, panels and pressure pipes used in roofing, cladding and water-conveyance applications.
The controlling standards include IS 459 and IS 13000 (asbestos-cement and cellulose fibre-cement corrugated sheets), IS 2096 and IS 14862 (flat sheets and pressed boards), IS 2098 (asbestos-cement building boards), IS 13008 (pressure pipes), IS 14871 (fibre-cement flat sheets), IS 1592 and IS 6908 (asbestos-cement pressure pipes and fittings), IS 8870 (asbestos-cement pressure pipes for sewerage and drainage) and IS 9627 (asbestos-cement pipes for sewerage). Indian manufacturers require a CM/L licence; foreign manufacturers shipping into India must obtain a Foreign Manufacturers Certification Scheme (FMCS) licence through an Authorised Indian Representative (AIR).
