Compliance steps
  1. 1
Identify which product type is being imported and confirm the applicable IS against the supplier's scope: IS 2095 (Part 1):2011 for standard gypsum plaster boards; IS 2095 (Part 2):2022 for coated or laminated boards; IS 2095 (Part 3):2022 for reinforced boards and ceiling tiles; IS 17400:2021 for glass-fibre reinforced gypsum panels.
    IS 2095 (Part 1):2011; IS 2095 (Part 2):2022; IS 2095 (Part 3):2022; IS 17400:2021 · Gypsum Based Building Materials (Quality Control) Amendment Order, 2024 · S.O. 1153(E) dated 06-03-2024
  2. 2
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the specific IS part covering the product variant. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Gypsum Based Building Materials (Quality Control) Amendment Order, 2024
  3. 3
Ensure every board, panel, tile, or block bears the ISI mark and the supplier's CM/L number. Marking must appear on the product itself; marking on packaging alone does not satisfy the requirement under Scheme-I.
    Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 5058(E) dated 15-11-2024
  4. 4
If the importing entity is a small enterprise under clause (m) of Section 2 of the MSMED Act, 2006, the effective compliance date is 07 December 2024; micro enterprises under clause (h) of Section 2 have an effective date of 07 March 2025. Ensure documentary proof of MSMED registration is retained to evidence the applicable effective date.

  5. 5
If the consignment comprises up to 200 pieces of a specific size imported solely for research and development by a gypsum-based building materials manufacturer, retain documentation confirming R&D use, financial-year-wise records, and the authorised signatory's declaration. Such goods may not be sold commercially and must be disposed of as scrap.

A word of counsel

The most common error on this tariff line is treating the four IS standards as interchangeable rather than product-variant-specific. A CM/L licence issued under IS 2095 (Part 1):2011 does not cover glass-fibre reinforced gypsum panels (IS 17400:2021) or laminated boards (IS 2095 Part 2), even if all variants are invoiced as 'gypsum boards'. Customs detention follows when the bill-of-entry product description maps to an IS part not covered by the presented CM/L licence scope.

Frequently asked
Does HSN 6808 00 00 require BIS certification?
Yes. Gypsum plaster boards, reinforced gypsum panels, and ceiling tiles under this tariff line require Bureau of Indian Standards certification under the ISI Mark Scheme; import is permitted only from manufacturers holding a current CM/L licence against the applicable IS part.
Do small and micro enterprises have the same enforcement date as other importers?
No. Small enterprises under clause (m) of Section 2 of the MSMED Act, 2006 have an effective date of 07 December 2024; micro enterprises under clause (h) have an effective date of 07 March 2025, compared to 07 September 2024 for all other importers.
Is there any exemption for pre-notification stock already imported before the QCO commencement date?
Yes. Goods imported before commencement by a Bureau-certified manufacturer, a manufacturer with a pending BIS application, or a qualifying importer may be sold for up to six months from the date of the Gypsum Based Building Materials (Quality Control) Amendment Order, 2024, provided a chartered-accountant-certified declaration of declared stock is made to the Central Government.
Does a single CM/L licence cover all four IS parts?
No. Each IS part is a distinct standard with distinct scope; the CM/L must be issued specifically against the part covering the product variant being imported, and variants outside that licensed scope are not covered.
