HSN Chapter 94 covers furniture, bedding, mattresses, lamps and lighting fittings. Within this chapter the Bureau of Indian Standards (BIS) has notified 13 tariff lines split between two schemes: 3 codes under the ISI Mark Scheme (Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018) covering eiderdowns, duvets and other bedding articles under IS 17630, and 10 codes under the Compulsory Registration Scheme (CRS) covering LED luminaires and lighting fittings of heading 9405 — including ceiling, wall, table, floor, photovoltaic and search-and-spotlight fixtures.

The controlling standards for the lighting sub-set are IS 10322 (luminaires general requirements), IS 16102 (self-ballasted LED lamps) and IS 2083 (filament lamps and discharge lamps), all notified under MeitY's Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order. Indian manufacturers of bedding articles must hold a CM/L licence; foreign manufacturers ship through the Foreign Manufacturers Certification Scheme (FMCS) and an Authorised Indian Representative (AIR). CRS-notified luminaires follow the test-and-self-declaration pathway and obtain an R-number; the R-number is verified at Indian ports against manakonline.in in real time.
