HSN Chapter 61 covers articles of apparel and clothing accessories that are knitted or crocheted — the full B2C range from t-shirts to women's underwear. Within this chapter the Bureau of Indian Standards (BIS) has notified 5 tariff lines, all under sub-heading 6108 — knitted briefs and panties for women and girls, segregated by fibre composition into cotton (6108 21 00), synthetic fibres (6108 22 10), artificial fibres (6108 22 20), silk (6108 29 10) and other fibres (6108 29 90).

A single Indian Standard governs the entire chapter: IS 17514, which specifies the requirements for knitted briefs and panties intended for retail sale in India, covering dimensional stability, colour fastness, formaldehyde limits and azo-dye restrictions. All 5 notified codes route through the ISI Mark Scheme under Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018. Indian knitwear manufacturers must hold a CM/L licence against IS 17514; foreign manufacturers shipping into India must obtain a licence under the Foreign Manufacturers Certification Scheme (FMCS) and appoint an Authorised Indian Representative (AIR).
