Garments of coated, rubberised or impregnated knitted fabrics
HSN 6113 00 00 (Garments made up of knitted or crocheted fabrics of heading 5903, 5906 or 5907) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering prohibited hazardous dye absence under General Note 10. Imports originating from Bangladesh are additionally subject to port restrictions under DGFT Notification 7/2025-26 dated 17-05-2025.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all preferred-origin countries — it covers only the nine listed jurisdictions, and a PSIC omission from any other origin results in consignment detention at the port of import pending laboratory clearance. For Bangladesh-origin garments, the port-restriction overlay under DGFT Notification 7/2025-26 is an independent compliance layer; arriving at a non-notified port voids the import basis even when the PSIC is fully in order.
