HSN Chapter 40 covers rubber and articles thereof, including synthetic-rubber primary forms and downstream tubes, pipes and hoses of vulcanised rubber. Within this chapter the Bureau of Indian Standards (BIS) has notified 13 tariff lines — five lines under heading 4002 capturing synthetic styrene-butadiene rubber and latex in primary form, and eight lines under heading 4009 capturing rubber tubes, pipes and hoses with or without fittings across reinforced and unreinforced variants.
The chapter is governed by two controlling standards: IS 11356, which specifies grades, technical parameters and contaminant limits for synthetic rubber and styrene-butadiene latex, and IS 9573, which specifies dimensional tolerances, burst pressure and reinforcement requirements for rubber hoses for liquefied petroleum gas. All 13 codes fall under the ISI Mark Scheme through Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018. Indian factories require a CM/L licence; overseas producers must hold a Foreign Manufacturers Certification Scheme (FMCS) licence.
