- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against the applicable Indian Standard for the specific product type: IS 16102 (Part 1):2012 for self-ballasted LED lamps, and the relevant section of IS 10322 (Part 5) for the luminaire category being imported. The R-number must be model-specific and current on the shipping bill date.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
- 2Match the product type to the correct IS 10322 (Part 5) section before shipment: Section 1:2012 for fixed general-purpose LED luminaires, Section 2:2012 for recessed LED luminaires, Section 3:2012 for road and street lighting, Section 5:2013 for LED floodlights, Section 6:2013 for LED hand lamps, Section 7:2017 for LED lighting chains, and Section 8:2013 for emergency lighting.IS 10322 Part 5 Sections 1–8 · S.O. 1248(E) dated 18-03-2021
- 3Ensure every imported unit bears the Standard Mark under a BIS licence per Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The marking must appear on the product and on the smallest saleable unit of packaging.Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021
- 4Quote the supplier's BIS R-number, the applicable IS reference, and the model code on the bill of entry. Customs verifies the R-number in real time against the BIS CRS register; an absent, expired, or model-code-mismatched R-number triggers consignment detention.S.O. 1248(E) dated 18-03-2021 · General Note 2(C) of the ITC (HS) Import Policy · BIS Act, 2016 · Customs Act, 1962
- 5Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 with reference to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023 and paragraph 2(C) of the General Notes to the Import Policy. Additionally, verify compliance with Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus dated 26-08-2025 at paragraphs 1 to 4.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-Cus dated 26-08-2025
The single most common error on this tariff line is obtaining a single BIS R-number for one LED product type and applying it across the full shipment mix. The Compulsory Registration Scheme is model-specific and IS-section-specific: a self-ballasted LED lamp R-number under IS 16102 (Part 1):2012 does not cover a recessed LED luminaire requiring IS 10322 (Part 5) Section 2:2012, and customs will detain any model code not present in the R-number's registered scope. Verify that every distinct product model in the consignment holds its own current, in-scope R-number before shipment.
