Residual electric table, desk, bedside and floor-standing lamps
HSN 9405 29 00 (other electric luminaires including table, desk, bedside and floor lamps) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16102 (Part 1):2012 for self-ballasted LED lamps and IS 10322 (Part 5) for LED luminaires is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Directorate General of Foreign Trade policy controls under DGFT Notification 13/24-25 apply as a separate customs-clearance overlay.

- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against the applicable IS before placing the purchase order: IS 16102 (Part 1):2012 for self-ballasted LED lamps, and the relevant section of IS 10322 (Part 5) for the luminaire type being imported. The single most common error on this tariff line is treating BIS CRS registration as a product-family approval rather than a section-specific, model-specific registration. IS 10322 (Part 5) is divided into eight product-category sections; a supplier's R-number granted for, say, fixed general-purpose LED luminaires under Section 1 provides no cover for recessed luminaires under Section 2 or flood lights under Section 5 — customs port verification checks the exact section against the imported product type. Consignments combining multiple luminaire categories from the same supplier require a separate R-number verification for each category against the BIS register before shipment.
