HSN 9405 21 00 (LED table, desk, bedside and floor-standing lamps) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16102 (Part 1):2012 and the applicable sections of IS 10322 (Part 5) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, pursuant to the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Directorate General of Foreign Trade and Central Board of Indirect Taxes and Customs policy obligations apply as separate customs-clearance overlays.

The single most common error on this tariff line is registering a single R-number against a broad luminaire category and then importing multiple luminaire types on the same entry. IS 10322 (Part 5) is divided into distinct sections — recessed fittings, flood lights, hand lamps, emergency lighting, lighting chains — each constituting a separate product scope requiring its own registered model code. Customs examination that reveals a mismatch between the declared R-number's section and the actual luminaire type in the container results in detention of the entire consignment, not only the offending units.
