Conformity to IS 16102 (Part 1):2012 and the applicable sections of IS 10322 (Part 5) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Directorate General of Foreign Trade policy controls under General Note 2(C) of the Import Policy apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against the applicable Indian Standard for the specific product type — IS 16102 (Part 1):2012 for self-ballasted LED lamps, or the relevant section of IS 10322 (Part 5) for LED luminaires. The R-number must be model-specific and current on the shipping bill date.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Match the supplier's R-number to the correct IS section for the product variant: IS 10322 (Part 5) Sec 1:2012 for fixed general-purpose LED luminaires, Sec 2:2012 for recessed LED luminaires, Sec 3:2012 for road and street lighting, Sec 5:2013 for LED flood lights, Sec 6:2013 for LED hand lamps, Sec 7:2017 for LED lighting chains, and Sec 8:2013 for LED emergency luminaires. A registration covering only one section does not extend to other sections.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
- 3Ensure each product unit bears the BIS Standard Mark and the supplier's R-number per Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The Standard Mark must appear on the product itself; marking present only on outer packaging does not satisfy the marking requirement.Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
- 4Quote the supplier's BIS R-number on the bill of entry and ensure compliance with General Note 2(C) of the Import Policy and DGFT Notification 13/24-25 dated 20-05-2024 in relation to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023. Customs verifies the R-number in real time against the BIS register; absent, expired, or scope-mismatched registration triggers consignment detention.General Note 2(C) of the ITC (HS) Import Policy · DGFT Notification 13/24-25 dated 20-05-2024 · BIS Act, 2016 · Customs Act, 1962
- 5If the consignment includes flashlights, verify compliance with the Flashlight (Quality Control) Order, 2025 under IS 2083:2084 per S.O. 501(E) dated 21-01-2025. The enforcement date is tiered: 28-07-2025 for general enterprises, 28-10-2025 for small enterprises, and 28-01-2026 for micro enterprises. Also ensure compliance with CBIC Instruction 27/2025-Cus dated 26-08-2025.Flashlight (Quality Control) Order, 2025 · S.O. 501(E) dated 21-01-2025 · CBIC Instruction 27/2025-Cus dated 26-08-2025
The single most common error on this tariff line is obtaining a BIS R-number for one IS 10322 (Part 5) section — for instance, fixed general-purpose LED luminaires under Sec 1 — and then shipping a mixed consignment that includes recessed luminaires, flood lights, or emergency luminaires, each of which requires a separate, section-specific R-number. Customs verifies the R-number against the registered model code and IS section; a scope mismatch on any line item triggers detention of the entire consignment, with demurrage accruing until a corrected or model-matched registration is produced.
