HSN 9405 11 00 (LED chandeliers and ceiling or wall fittings designed solely for LED sources) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16102 (Part 1) and IS 10322 (Part 5) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Directorate General of Foreign Trade policy controls under General Note 2(C) of the Import Policy apply as a separate customs-clearance overlay.

The single most common error on this tariff line is obtaining one R-number against IS 16102 (Part 1) for self-ballasted lamps and assuming it covers the full luminaire range imported in the same shipment. IS 10322 (Part 5) is section-specific: a recessed LED fitting (Sec 2), a flood light (Sec 5), and an emergency luminaire (Sec 8) each require a distinct model-level registration, and a single missing section R-number in a mixed consignment is sufficient to detain the entire shipment at port.
