Limiting amplifier, video distribution amplifier and stabilizing amplifiers
Limiting, video distribution and stabilizing amplifiers
HSN 8543 70 62 (limiting amplifiers, video distribution amplifiers and stabilizing amplifiers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 13252 (Part 1): 2010 or IS/IEC 62368 (Part 1): 2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Directorate General of Foreign Trade and Central Board of Indirect Taxes and Customs policy conditions apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS 13252 (Part 1): 2010 or IS/IEC 62368 (Part 1): 2023, as applicable. The R-number must be model-specific and current on the date of the shipping bill.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm which standard the supplier's registration is granted against and whether it remains within the concurrent-running window. For amplifiers at serial no. 65 of the QCO schedule, IS 13252 (Part 1): 2010 and IS 616: 2017 may run concurrently with IS/IEC 62368 (Part 1): 2023 only until 1 May 2026; for all other notified goods the concurrent-running window extends to 1 November 2028.S.O. 4997(E) dated 29-10-2025 · Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021
- 3For amplifiers with input power 2000 W and above, ensure the supplier's registration is specifically against IS/IEC 62368 (Part 1): 2023. The CCR explicitly mandates this standard for high-power units; registration under IS 13252 or IS 616 alone does not suffice for those units.S.O. 4997(E) dated 29-10-2025 · Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021
- 4Quote the BIS R-number and model code on the bill of entry. Customs verifies the R-number in real time against the BIS register; an absent, expired, or model-mismatched registration triggers consignment detention, demurrage, and potential re-export or confiscation.BIS Act, 2016 · BIS (Conformity Assessment) Regulations, 2018 · Scheme-II of Schedule-II · Customs Act, 1962
- 5Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 regarding paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, paragraph 2(c) of the general notes of the import policy, and policy condition 5 of Chapter 85. Separately, ensure compliance with CBIC Instruction 27/2025-Cus dated 26-08-2025, paragraphs 1 to 4.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-Cus dated 26-08-2025 · General Note 2(c) of Import Policy
The single most common error on this tariff line is sourcing an R-number registration valid against IS 13252 (Part 1): 2010 or IS 616: 2017 without verifying whether the concurrent-running window applicable to that specific product line has already closed. The serial-no.-65 window closes on 1 May 2026 — substantially earlier than the general 1 November 2028 window — and registrations not migrated to IS/IEC 62368 (Part 1): 2023 before that date render the entire consignment non-compliant at port regardless of the R-number's nominal validity.
