Light-emitting diode lamps for general lighting service
HSN 8539 52 00 (LED lamps) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 16102 and IS 10322 (applicable parts) is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, pursuant to the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021. Bureau of Energy Efficiency labelling and Directorate General of Foreign Trade policy conditions apply as separate customs-clearance overlays.

- 1Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal before placing the purchase order. - 3Ensure every unit in the consignment bears the Standard Mark under a BIS licence per Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The most common error on this tariff line is treating the CRS R-number as a single product-family registration when it is, in fact, model-code-specific and IS-section-specific. A mixed consignment of self-ballasted LED lamps alongside LED road-lighting luminaires requires separate R-numbers mapped to IS 16102:Part 1:2012 and IS 10322:Part 5:Sec 3:2012 respectively; customs detains any unit whose model code does not appear on the face of the registered R-number, regardless of whether other units in the same bill of entry are compliant.
