Compliance steps
  1. 1
Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal before placing the purchase order. The R-number must be model-specific and cover the exact LED lamp or luminaire type in the consignment — self-ballasted lamps under IS 16102:Part 1:2012, luminaires under the applicable IS 10322:Part 5 section.
Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
  2. 2
Confirm the applicable IS mapping for each product type in the consignment: fixed general-purpose LED luminaires (IS 10322:Part 5:Sec 1:2012), recessed LED luminaires (IS 10322:Part 5:Sec 2:2012), road and street lighting (IS 10322:Part 5:Sec 3:2012), LED flood lights (IS 10322:Part 5:Sec 5:2013), LED hand lamps (IS 10322:Part 5:Sec 6:2013), LED lighting chains (IS 10322:Part 5:Sec 7:2017), emergency lighting luminaires (IS 10322:Part 5:Sec 8:2013).
    IS 16102:Part 1:2012; IS 10322:Part 5 (Sec 1, 2, 3, 5, 6, 7, 8) · S.O. 1248(E) dated 18-03-2021
  3. 3
Ensure every unit in the consignment bears the Standard Mark under a BIS licence per Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The Standard Mark and R-number must appear on the product itself, not only on outer packaging.

  4. 4
Quote the supplier's BIS R-number on the bill of entry and ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of FTP-2023, paragraph 2(c) of General Notes to the Import Policy, and policy conditions 5 and 7 of Chapter 85. Verify applicability of CBIC Instruction 27/2025-Cus dated 26-08-2025.

  5. 5
Ensure compliance with the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026 for LED lamps within the BEE labelling scope. The BEE labelling reference must accompany consignment-level documentation at the time of customs clearance.

A word of counsel

The most common error on this tariff line is treating the CRS R-number as a single product-family registration when it is, in fact, model-code-specific and IS-section-specific. A mixed consignment of self-ballasted LED lamps alongside LED road-lighting luminaires requires separate R-numbers mapped to IS 16102:Part 1:2012 and IS 10322:Part 5:Sec 3:2012 respectively; customs detains any unit whose model code does not appear on the face of the registered R-number, regardless of whether other units in the same bill of entry are compliant.

Frequently asked
Does HSN 8539 52 00 require BIS certification?
Yes. LED lamps and luminaires under this tariff line require Bureau of Indian Standards registration under the Compulsory Registration Scheme with effect from 18 March 2021; import is permitted only from manufacturers holding a current, model-specific R-number against the applicable IS standard.
Is Bureau of Energy Efficiency labelling required separately from BIS CRS compliance?
Yes. BEE labelling under the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026 is administered by the Bureau of Energy Efficiency and is independent of the BIS Compulsory Registration Scheme obligation.
Which Indian Standard applies — IS 16102 or IS 10322?
Both may apply, depending on product type. Self-ballasted LED lamps for general lighting conform to IS 16102:Part 1:2012; luminaires (fixed general-purpose, recessed, road, flood, hand, lighting chains, emergency) conform to the relevant section of IS 10322:Part 5. Each model in a consignment must carry an R-number against its specific IS mapping.
Does a single CRS R-number cover all LED product variants from the same manufacturer?
No. The R-number is model-specific and IS-section-specific; luminaire types or model codes outside the registered scope are not covered, and customs detains units with a model-code mismatch against the BIS register.
