Parts for television, audio, video and surveillance apparatus
HSN 8529 90 90 (parts suitable for use solely or principally with television, audio, video and surveillance apparatus) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 302 (Part 1), IS/IEC 62368 (Part 1), IS 13252 (Part 1), or IS 616, depending on product type, is mandatory under the Compulsory Registration Scheme with effect from 09 October 2024. Extended Producer Responsibility authorisation administered by the Central Pollution Control Board applies as a separate customs-clearance overlay for parts and spares of television sets.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Identify the applicable Indian Standard before sourcing: IS 302 (Part 1):2008 for power adaptors for household appliances and CCTV cameras/recorders; IS/IEC 62368 (Part 1):2023 for power adaptors for audio, video and similar electronic apparatus. Verify the foreign supplier's BIS R-number on the BIS online register against the correct IS and product model before placing the purchase order.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2For CCTV cameras added to the compulsory registration schedule, confirm the supplier's R-number against IS/IEC 62368 (Part 1):2023 with effect from 09 October 2024. Test reports from BIS-recognised laboratories are a prerequisite for obtaining the licence; verify that the R-number was issued on the basis of such reports.S.O. 1652(E) dated 09-04-2024 · Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 3Account for the concurrent-running window: for serial no. 65 goods, IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01 May 2026; for all other goods in the schedule the concurrent window extends until 01 November 2028, after which IS 13252 and IS 616 stand withdrawn. Confirm which window applies to each product model.S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 4For parts and spares of television sets (including LCD/LED), obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import. MSMED-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number on the bill of entry and ensure compliance with CBIC Instruction 27/2025-Cus dated 26-08-2025. Note that low noise block (LNB) down converters are classifiable under HSN 8543 70 99 per CBIC Circular 13/13-CUS dated 05-04-2013 and must not be imported under this HSN.CBIC Instruction 27/2025-Cus dated 26-08-2025 · CBIC Circular 13/13-CUS dated 05-04-2013
The single most common error on this tariff line is obtaining a BIS R-number against one Indian Standard and then shipping product variants whose specification — or whose updated standard obligation — maps to a different IS entirely. With four applicable standards (IS 302, IS/IEC 62368, IS 13252 and IS 616) in partial concurrent-running, an R-number that was valid for IS 13252 (Part 1):2010 may not cover the same model once it is re-tested under IS/IEC 62368 (Part 1):2023; customs verifies the R-number against the current registered standard, and a standard-mismatch on the BIS portal triggers detention irrespective of the physical mark on the product.
