Monochrome video monitors and visual display units
HSN 8528 73 90 (monochrome video monitors and visual display units) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 Part 1:2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021. Extended Producer Responsibility authorisation, Wireless Planning and Coordination import licensing, and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's Bureau of Indian Standards Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 (or IS 13252 Part 1:2010 / IS 616:2017 if importing within the concurrent-running window). The R-number must be model-specific and current on the shipping bill date.Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm which concurrent-running standard applies to the specific product. IS 13252 Part 1:2010 and IS 616:2017 run concurrently with IS/IEC 62368 Part 1:2023 until 01-05-2026 for goods at Serial No. 65, and until 01-11-2028 for all other goods; after those dates the earlier standards stand withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(C) of the Import Policy
- 3Obtain WPC Wing import licensing or Equipment Type Approval for any wireless-enabled unit. Licence-exempt wireless equipment may use the self-declaration ETA certificate generated via the SaralSanchar portal; apply at least 30 days before shipment arrival and quote the certificate on the bill of entry.CBIC Instruction 16/2022-Cus dated 21-07-2022 · CBIC Instruction 24/2024-Cus dated 22-10-2024 · CBIC Instruction 23/2021 dated 23-11-2021
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for monitors and electronic display panels before import. MSMED-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number, WPC licence or ETA certificate reference, and CPCB EPR authorisation on the bill of entry; also ensure compliance with Bureau of Energy Efficiency labelling requirements and CBIC Instruction 27/2025-Cus. Customs verifies each independently; any one absent, expired, or scope-mismatched triggers consignment detention.CBIC Instruction 27/2025-Cus dated 26-08-2025 · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025 · DGFT Notification 13/24-25 dated 20-05-2024
The single most common error on this tariff line is importing against an R-number registered under IS 13252 Part 1:2010 or IS 616:2017 without confirming whether the concurrent-running window applicable to that product serial number has expired. The two withdrawal deadlines — 01 May 2026 for Serial No. 65 goods and 01 November 2028 for all others — are not interchangeable; presenting a still-valid certificate under the wrong window classification causes the R-number to be treated as lapsed at the port, triggering detention and demurrage on an otherwise compliant consignment.
