- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number against IS/IEC 62368 Part 1:2023 (or IS 18112:2022 where applicable) on the BIS portal. The R-number must be model-specific and current on the date of the shipping bill.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 352(E) dated 22-01-2026
- 2Confirm the applicable concurrent-running window: IS 13252 Part 1:2010 and IS 616:2017 run concurrently with IS/IEC 62368 Part 1:2023 until 01-11-2028 for goods other than Serial No. 65, after which both earlier standards stand withdrawn. R-numbers registered under IS 13252 or IS 616 remain valid only within that window.S.O. 1248(E) dated 18-03-2021 as amended · S.O. 4997(E) dated 29-10-2025 · S.O. 1929(E) dated 26-04-2023
- 3If the television set incorporates wireless functionality, obtain Equipment Type Approval through the Saralsanchar portal. For licence-exempt wireless equipment, submit the ETA self-declaration certificate at least 30 days prior to shipment arrival; customs verifies via the portal QR code.CBIC Instruction 16/2022-Cus dated 21-07-2022 · CBIC Instruction 24/2024-Cus dated 22-10-2024 · CBIC Instruction 23/2021 dated 23-11-2021
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import. MSMED-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry alongside the BIS R-number.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Ensure compliance with Bureau of Energy Efficiency labelling requirements and with CBIC Instruction 27/2025-Cus paragraphs 1 to 4. Quote the BIS R-number, EPR authorisation, WPC ETA reference, and BEE label details on the bill of entry; any absent or expired credential triggers consignment detention.BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025 · CBIC Instruction 27/2025-Cus dated 26-08-2025 · DGFT Notification 13/24-25 dated 20-05-2024
The most common error on this tariff line is failing to track the concurrent-running transition: importers register R-numbers under IS 13252 Part 1:2010 or IS 616:2017 and treat them as indefinitely valid, not realising that both standards stand withdrawn after 01 November 2028 and that IS 18112:2022 becomes the governing standard for television sets with effect from 26 July 2026. A consignment shipped after the IS 18112:2022 enforcement date carrying only an IS 616 or IS 13252 R-number faces detention at port regardless of the R-number's nominal validity.
