HSN 8528 72 19 (other colour television receivers and video monitors) is covered by a Bureau of Indian Standards Quality Control Order under the Compulsory Registration Scheme. Conformity to IS 18112:2022 is mandatory with effect from 26 July 2026, under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination equipment-type approval, Extended Producer Responsibility authorisation, and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS 18112:2022 for television sets, or IS/IEC 62368 Part 1:2023 for plasma/LCD/LED televisions and visual display units/video monitors. The R-number must be model-specific and current on the bill of lading date.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025 · S.O. 352(E) dated 22-01-2026
- 2Confirm which concurrent standard applies to the specific product: IS 13252 Part 1:2010 and IS 616:2017 are permitted to run concurrently with IS/IEC 62368 Part 1:2023 until 01-11-2028 for most goods, and until 01-05-2026 for goods at Serial No. 65. After those dates the older standards are withdrawn.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 as amended · S.O. 1929(E) dated 26-04-2023
- 3Ascertain whether the product contains wireless functionality. If it operates in a licence-exempt band with low transmission power, obtain an Equipment Type Approval certificate via the Saralsanchar portal by applying at least 30 days before the expected arrival date. Quote the ETA certificate on the bill of entry; customs can verify authenticity by scanning the QR code on the certificate.CBIC Instruction 16/2022-Cus dated 21-07-2022 · CBIC Instruction 24/2024-Cus dated 22-10-2024 · DoT OM F.No. R-11017/02/2021-PP dated 21-10-2021 · CBIC Instruction 23/2021 dated 23-11-2021
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import of television sets (including LCD/LED), screens, electronic display panels, and monitors. Micro enterprises as defined in the MSMED Act, 2006 are exempt. Quote the EPR authorisation number on the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number, the WPC ETA reference, and the CPCB EPR authorisation number on the bill of entry. Ensure compliance with the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026 and with CBIC Instruction 27/2025-Cus and DGFT Notification 13/24-25 regarding FTP para 2.31(1)(b) and policy conditions 5 and 7 of Chapter 85.CBIC Instruction 27/2025-Cus dated 26-08-2025 · DGFT Notification 13/24-25 dated 20-05-2024 · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
The single most common error on this tariff line is failing to track the concurrent-running window correctly: importers register against IS 13252 Part 1:2010 or IS 616:2017 on the assumption those standards remain valid indefinitely, without noting that IS/IEC 62368 Part 1:2023 becomes the sole operative standard for most goods after 01-11-2028, and for Serial No. 65 goods after 01-05-2026. A shipment arriving after a concurrent-running deadline against an R-number tied only to the withdrawn standard is treated as uncertified goods, triggering detention regardless of whether a valid R-number existed at the time of placing the purchase order.
