Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 or IS 18112:2022. The R-number must be model-specific and current on the shipping bill date; models outside the registered scope are not covered.

A word of counsel

The most common error on this tariff line is treating IS/IEC 62368 Part 1:2023 and IS 18112:2022 as interchangeable when verifying the supplier's R-number. IS 18112:2022 becomes the controlling standard for television sets from 26 July 2026; a supplier registered only against IS 13252 Part 1:2010 or IS 616:2017 without a concurrent IS/IEC 62368 registration will be outside scope after their respective concurrent-running deadlines — and a bill of entry citing an expired or superseded standard registration triggers detention regardless of the physical product's conformity.

Frequently asked
Does HSN 8528 72 16 require BIS certification?
Yes. Colour television sets of screen size exceeding 87 cm but not exceeding 105 cm require Bureau of Indian Standards registration under the Compulsory Registration Scheme against IS/IEC 62368 Part 1:2023 or IS 18112:2022, pursuant to the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021.
Are Wireless Planning and Coordination approvals required in addition to BIS registration?
Yes. Wireless-enabled televisions require Equipment Type Approval from Wireless Planning and Coordination. Licence-exempt, low-power wireless equipment may use a self-declaration ETA certificate generated through the Saralsanchar portal, per CBIC Instruction 24/2024-Cus dated 22-10-2024.
Until when can suppliers use IS 13252 Part 1:2010 or IS 616:2017 instead of IS/IEC 62368 Part 1:2023?
Concurrent running of IS 13252 Part 1:2010 and IS 616:2017 with IS/IEC 62368 Part 1:2023 is permitted until 01 November 2028 for all goods under this order except those at Serial No. 65, for which concurrent running ended 01 May 2026. After the respective deadlines both older standards are withdrawn.
Does a single Compulsory Registration Scheme R-number cover all television screen sizes from the same manufacturer?
No. The R-number is model-specific; a registration covering one screen-size band does not extend to another, and customs detains consignments where the declared model code falls outside the registered scope on the BIS portal.
