Set-top boxes and reception apparatus not incorporating a display
HSN 8528 71 00 (reception apparatus not designed to incorporate a video display or screen, including set-top boxes) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination type approval, Extended Producer Responsibility authorisation, and Directorate General of Foreign Trade policy conditions apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023, or against IS 13252 (Part 1):2010 or IS 616:2017 if within the concurrent-running window. The R-number must be model-specific and current on the date of the shipping bill.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm the applicable concurrent-running window before shipment: for set-top boxes (serial no. 65), IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-05-2026; for all other goods under the Order, concurrent running continues until 01-11-2028, after which IS 13252 and IS 616 stand withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy
- 3If the product contains wireless functionality operating in a licence-exempt band, obtain Equipment Type Approval via the Saralsanchar portal through self-declaration. Apply at least 30 days before shipment arrival; the system-generated certificate is downloadable 48 hours after application and must be produced to customs.CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT OM F.No. R-11017/02/2021-PP dated 21-10-2021 · CBIC Instruction 23/2021 dated 23-11-2021
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import of monitors, set-top boxes, and electronic display panels. MSMED-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number, the WPC Equipment Type Approval certificate reference, and the EPR authorisation number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 and CBIC Instruction 27/2025-CUS dated 26-08-2025. Customs verifies all credentials independently; any absent, expired, or scope-mismatched credential triggers consignment detention.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025 · Policy Condition 5 of Chapter 85
The single most common error on this tariff line is registering against IS 13252 (Part 1):2010 or IS 616:2017 without tracking the concurrent-running expiry dates — set-top boxes lose the IS 13252/IS 616 safe harbour on 01 May 2026, while other goods in the Order retain it until 01 November 2028. An importer whose supplier's R-number is anchored to a withdrawn standard after the expiry date faces detention and a fresh certification cycle on a consignment already at port. Map the product to the correct serial number in the Schedule before the purchase order, not at the bill-of-entry stage.
