Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 (or the concurrently running IS 13252 Part 1:2010 or IS 616:2017 where applicable). The R-number must be model-specific, current on the shipping bill date, and cover the specific input-power class of the product.

  2. 2
Confirm which concurrent standard applies: IS 13252 Part 1:2010 and IS 616:2017 run concurrently with IS/IEC 62368 Part 1:2023 until 01-05-2026 for goods at serial no. 65, and until 01-11-2028 for all other notified goods. After those dates the earlier standards are withdrawn; only IS/IEC 62368 Part 1:2023 remains valid.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
  3. 3
Obtain Wireless Planning and Coordination import licensing or Equipment Type Approval for any wireless-enabled product in this tariff line. For licence-exempt low-power devices, self-declaration ETA may be generated through the SaralSanchar portal at least 48 hours before filing the bill of entry.
    CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT letter ETA-WPC/Policy/2018-19 dated 12-04-2019
  4. 4
If importing wireless equipment as a telecom service provider, apply to DoT through SaralSanchar 30 days before shipment arrival. The system-generated certificate is accepted by customs; the QR code on the certificate must be scannable for customs officers to verify authenticity on the SaralSanchar portal.
    CBIC Instruction 23/2021 dated 23-11-2021 · DoT OM F.No. R-11017/02/2021-PP dated 21-10-2021
  5. 5
Quote the BIS R-number and the WPC ETA or import licence reference on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 regarding para 2.31(1)(b) of the Foreign Trade Policy 2023 and policy condition 5 of Chapter 85, and with the requirements of CBIC Instruction 27/2025-CUS dated 26-08-2025.

A word of counsel

The single most common error on this tariff line is treating the concurrent-running window as indefinite permission to import against IS 13252 Part 1:2010 or IS 616:2017 without tracking the withdrawal dates. IS 13252 and IS 616 are withdrawn for most goods under this heading after 01-11-2028, and for serial no. 65 goods after 01-05-2026; an R-number registered against a withdrawn standard is void on that date regardless of its own expiry, and customs will detain the consignment. Additionally, multifunction speaker systems may be classifiable under HSN 8519 rather than 8527 per CBIC Circular 27/13-CUS — misclassification triggers reclassification and a fresh BIS CRS verification cycle.

Frequently asked
Does HSN 8527 29 00 require BIS certification?
Yes. Conformity to IS/IEC 62368 Part 1:2023 is mandatory under the Compulsory Registration Scheme from 18 March 2021 under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021; import is permitted only from manufacturers holding a current, model-specific BIS R-number.
Is a WPC Equipment Type Approval or import licence required in addition to BIS registration?
Yes. Wireless-enabled apparatus under this HSN requires either a WPC import licence or, for licence-exempt low-power devices, a self-declaration Equipment Type Approval generated through the SaralSanchar portal, independent of the BIS Compulsory Registration Scheme obligation.
Until when can goods be certified against IS 13252 Part 1:2010 or IS 616:2017 instead of IS/IEC 62368 Part 1:2023?
For goods at serial no. 65, the concurrent running period ends 01-05-2026; for all other notified goods it ends 01-11-2028, after which IS 13252 Part 1:2010 and IS 616:2017 are withdrawn. A valid R-number against those standards becomes ineffective on the respective withdrawal date.
Does a single Compulsory Registration Scheme R-number cover all product variants from the same manufacturer?
No. The R-number is model-specific; variants outside the registered model code and input-power class are not covered, and customs detains any consignment where the declared model does not match the BIS register entry.
