Television cameras, digital cameras and video camera recorders (CCTV cameras, digital cameras, video recorders)
HSN 8525 89 00 (television cameras, digital cameras, and video camera recorders) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, as notified under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination import licensing, Extended Producer Responsibility authorisation, and Equipment Type Approval apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023 (or the concurrent IS 13252 (Part 1):2010 / IS 616:2017 if within the running period). The R-number must be model-specific and current on the shipping bill date.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm whether the concurrent running period applies: for goods at serial no. 65, IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-05-2026; for all other listed goods, the concurrent period runs until 01-11-2028, after which IS 13252 and IS 616 stand withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
- 3For CCTV cameras added to the schedule, confirm test reports are from BIS-recognised laboratories before applying for the licence. Submission of such test reports is a pre-requisite for obtaining the standard mark licence under Scheme-II of the BIS (Conformity Assessment) Regulations, 2018.S.O. 1652(E) dated 09-04-2024 · BIS (Conformity Assessment) Regulations, 2018, Scheme-II of Schedule-II
- 4If the equipment contains wireless functionality, obtain either a Wireless Planning and Coordination import licence or an Equipment Type Approval certificate via saralsanchar.gov.in for licence-exempt wireless devices operating in low-power exempt bands. Quote the WPC licence or ETA number on the bill of entry.CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/24-CUS dated 22-10-2024 · DoT letter ETA-WPC/Policy/2018-19 dated 12-04-2019
- 5Obtain Extended Producer Responsibility authorisation from the relevant authority before import of video cameras, digital cameras, and video recorders. MSMED Act micro enterprises are exempt. Additionally, ensure compliance with DGFT Notification 13/24-25 and CBIC Instruction 27/2025-CUS before clearance.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022 · DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025
The single most common error on this tariff line is importing wireless-enabled cameras or video recorders with a valid BIS R-number but without the corresponding Wireless Planning and Coordination import licence or Equipment Type Approval — the two clearances are independently verified by customs and a missing WPC licence triggers detention regardless of BIS compliance status. A secondary trap is certifying against IS 13252 or IS 616 beyond their permitted concurrent running windows: after 01-11-2028 (or 01-05-2026 for serial no. 65 goods), shipments relying on those superseded standards will be rejected at port.
