Night vision cameras and imaging apparatus (digital, CCTV, video)
HSN 8525 83 00 (night vision goods as specified in Sub-heading Note 3 to Chapter 85) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 09 October 2024, pursuant to the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination import licensing, Extended Producer Responsibility authorisation, and DGFT import restriction under Notification 54/2015-20 apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023. The R-number must be model-specific, current on the shipping bill date, and cover the exact product variant being imported.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 as amended · S.O. 4997(E) dated 29-10-2025
- 2Confirm the applicable concurrent-running window before shipping. For goods at serial no. 65, IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-05-2026. For all other goods, concurrent running is permitted until 01-11-2028, after which IS 13252 and IS 616 stand withdrawn.S.O. 1248(E) dated 18-03-2021 as amended · General Note 2(c) of the Import Policy
- 3Obtain Wireless Planning and Coordination import licensing where required, or an Equipment Type Approval certificate via saralsanchar.gov.in for licence-exempt wireless equipment with low transmission power. Quote the WPC licence or ETA certificate number on the bill of entry.CBIC Instruction 16/22-CUS dated 21-07-2022 · CBIC Instruction 24/24-CUS dated 22-10-2024 · DoT OM F.No.R-11017/02/2021-PP dated 21-10-2021
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for video cameras, digital cameras, and video recorders before import. Micro enterprises as defined under the MSMED Act, 2006 are exempt; quote the EPR authorisation number on the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Verify that the import is permissible under the DGFT restricted-item framework and ensure compliance with CBIC Instruction 27/2025-CUS. Quote the BIS R-number, WPC/ETA reference, and EPR authorisation on the bill of entry; customs verifies each against the issuing portal in real time.DGFT Notification 54/2015-20 dated 09-02-2022 · S.O. 1652(E) dated 09-04-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025
The single most common error on this tariff line is importing night vision cameras under a BIS R-number registered against IS 13252 or IS 616 without confirming whether the concurrent-running deadline for those legacy standards has passed for the specific product category. For serial no. 65 goods the concurrent window closes 01 May 2026 — substantially earlier than the 01 November 2028 deadline for other categories — and a shipment arriving after expiry on the wrong standard triggers consignment detention and a fresh conformity-assessment cycle regardless of whether the R-number itself remains nominally valid.
