- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number against IS/IEC 62368 Part 1:2023 on the BIS portal before placing the purchase order. The R-number must be model-specific, current, and cover the exact OLED display module variant being imported.Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 as amended · S.O. 4997(E) dated 29-10-2025
- 2Confirm which IS standard the supplier's R-number is registered against. During the concurrent-running window, registration against IS 13252 Part 1:2010 or IS 616:2017 remains valid until 01-11-2028 for display modules (other than serial no. 65 goods, for which the window closes 01-05-2026), after which only IS/IEC 62368 Part 1:2023 is valid.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
- 3Ensure each display module bears the BIS standard mark and the supplier's CRS R-number under Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its smallest individual retail packaging.Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021
- 4Quote the supplier's BIS R-number on the bill of entry and ensure compliance with para 2.31(1(b)) of the Foreign Trade Policy 2023, General Note 2(c) of the Import Policy, and policy condition 5 of Chapter 85. Customs verifies the R-number in real time against the BIS portal; an absent, expired, or model-mismatched R-number triggers consignment detention.DGFT Notification 13/2024-25 dated 20-05-2024 · General Note 2(c) of the ITC (HS) Import Policy · Policy condition 5 of Chapter 85
- 5Ensure compliance with paragraphs 1 to 4 of CBIC Instruction 27/2025-Cus dated 26-08-2025. Review the instruction for any port-level or documentation requirements applicable to flat panel display module imports under Chapter 85.CBIC Instruction 27/2025-Cus dated 26-08-2025
The single most common error on this tariff line is importing OLED display modules on an R-number registered against IS 13252 Part 1:2010 or IS 616:2017 without confirming whether the concurrent-running window applicable to that module variant closes on 01-05-2026 (serial no. 65 goods) or 01-11-2028 (all other goods). Modules imported on a standard that has passed its concurrent-running sunset date are treated as non-compliant at the port, resulting in detention regardless of the R-number's nominal validity on the BIS portal.
