- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 (or, within the concurrent-running window, IS 13252 Part 1:2010 or IS 616:2017). The R-number must be model-specific and valid on the shipping bill date.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm the applicable concurrent-running window: for goods at serial number 65 of the QCO schedule, IS 13252 Part 1:2010 and IS 616:2017 may run concurrently with IS/IEC 62368 Part 1:2023 only until 01-05-2026. For all other goods on the schedule, the concurrent window runs until 01-11-2028, after which IS 13252:2010 and IS 616:2017 are withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy
- 3Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import. Micro enterprises as defined in the Micro, Small and Medium Enterprises Development Act, 2006 are exempt. Quote the EPR authorisation number on the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 4Ensure compliance with DGFT Notification 13/2024-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, paragraph 2(c) of the General Notes to the Import Policy, and policy condition 5 of Chapter 85 of the ITC (HS).DGFT Notification 13/2024-25 dated 20-05-2024 · Foreign Trade Policy 2023 para 2.31(1)(b) · Policy Condition 5 of Chapter 85
- 5Quote the BIS R-number and the CPCB EPR authorisation number on the bill of entry, and ensure compliance with paragraphs 1 to 4 of CBIC Instruction 27/2025-Cus dated 26-08-2025. Customs verifies the R-number in real time against the BIS register; an absent, expired, or model-mismatched R-number triggers consignment detention.CBIC Instruction 27/2025-Cus dated 26-08-2025 · BIS Act, 2016 · Customs Act, 1962
The single most consequential error on this tariff line is assuming that a BIS R-number obtained against IS 13252 Part 1:2010 or IS 616:2017 remains valid beyond the concurrent-running deadline. The deadline diverges by serial number within the QCO schedule — 01 May 2026 for goods at serial number 65, and 01 November 2028 for all other goods — and after the applicable date, certificates under the older standards are void, leaving the consignment without a current R-number at the port gate and exposing the importer to detention and re-export.
