Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 (or, within the concurrent-running window, IS 13252 Part 1:2010 or IS 616:2017). The R-number must be model-specific and valid on the shipping bill date.
    Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
Confirm the applicable concurrent-running window: for goods at serial number 65 of the QCO schedule, IS 13252 Part 1:2010 and IS 616:2017 may run concurrently with IS/IEC 62368 Part 1:2023 only until 01-05-2026. For all other goods on the schedule, the concurrent window runs until 01-11-2028, after which IS 13252:2010 and IS 616:2017 are withdrawn.
    S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy
  3. 3
Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import. Micro enterprises as defined in the Micro, Small and Medium Enterprises Development Act, 2006 are exempt. Quote the EPR authorisation number on the bill of entry.
    Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
  4. 4
Ensure compliance with DGFT Notification 13/2024-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, paragraph 2(c) of the General Notes to the Import Policy, and policy condition 5 of Chapter 85 of the ITC (HS).
    DGFT Notification 13/2024-25 dated 20-05-2024 · Foreign Trade Policy 2023 para 2.31(1)(b) · Policy Condition 5 of Chapter 85
  5. 5
Quote the BIS R-number and the CPCB EPR authorisation number on the bill of entry, and ensure compliance with paragraphs 1 to 4 of CBIC Instruction 27/2025-Cus dated 26-08-2025. Customs verifies the R-number in real time against the BIS register; an absent, expired, or model-mismatched R-number triggers consignment detention.

A word of counsel

The single most consequential error on this tariff line is assuming that a BIS R-number obtained against IS 13252 Part 1:2010 or IS 616:2017 remains valid beyond the concurrent-running deadline. The deadline diverges by serial number within the QCO schedule — 01 May 2026 for goods at serial number 65, and 01 November 2028 for all other goods — and after the applicable date, certificates under the older standards are void, leaving the consignment without a current R-number at the port gate and exposing the importer to detention and re-export.

Frequently asked
Does HSN 8521 10 92 require BIS certification?
Yes. These magnetic tape-type video recorders require Bureau of Indian Standards registration under the Compulsory Registration Scheme against IS/IEC 62368 Part 1:2023 (or a concurrent-running standard within the permitted window) with effect from 18 March 2021 under S.O. 1248(E).
Can IS 13252 Part 1:2010 or IS 616:2017 still be used for compliance instead of IS/IEC 62368 Part 1:2023?
Only within the prescribed concurrent-running window — until 01 May 2026 for goods at serial number 65 of the QCO schedule, or until 01 November 2028 for all other notified goods. After the applicable deadline, those older standards are withdrawn and only IS/IEC 62368 Part 1:2023 applies.
Is Extended Producer Responsibility authorisation required separately from BIS QCO compliance?
Yes. EPR authorisation is administered by the Central Pollution Control Board under the E-Waste (Management) Rules, 2022 and is independent of the BIS Compulsory Registration obligation. Micro enterprises registered under the Micro, Small and Medium Enterprises Development Act, 2006 are exempt.
Does a single Compulsory Registration Scheme R-number cover all video recorder models from the same manufacturer?
No. The R-number is model-specific; recorder models outside the registered model code are not covered, and a model-code mismatch with the BIS register triggers consignment detention at the port.
