- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023 before placing the purchase order. The R-number must be model-specific, current, and cover the exact product variant being imported.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm which concurrent standard applies to the consignment. For serial no. 65 goods, IS 13252 Part 1:2010 and IS 616:2017 run concurrently with IS/IEC 62368 Part 1:2023 until 01-05-2026; for all other goods under the Order, concurrent running is permitted until 01-11-2028, after which IS 13252 and IS 616 stand withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy

- 5Ensure compliance with paragraphs 1 to 4 of Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus dated 26-08-2025. Quote the supplier's BIS R-number and CPCB EPR authorisation on the bill of entry; absence, expiry, or scope mismatch on either triggers consignment detention.CBIC Instruction 27/2025-Cus dated 26-08-2025 · BIS Act, 2016 · Customs Act, 1962
The most consequential error on this tariff line is registering the consignment against a concurrent IS (IS 13252 Part 1:2010 or IS 616:2017) after the applicable concurrent-running window has closed. The two deadlines differ: 01 May 2026 for serial no. 65 goods and 01 November 2028 for all others — importers routinely conflate the two. Once the window closes, IS 13252 and IS 616 stand withdrawn; a consignment bearing an R-number certified only under those standards will be detained at port as non-compliant with IS/IEC 62368 Part 1:2023, regardless of when the purchase order was placed.
