Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023. The R-number must be model-specific, facility-specific, and current on the shipping bill date before the purchase order is placed.
    Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
For goods at serial number 65 of the notified schedule (e.g. optical disc players with built-in amplifiers of 200 W and above), note concurrent running of IS 13252 (Part 1):2010 and IS 616:2017 alongside IS/IEC 62368 (Part 1):2023 is permitted until 1 May 2026. For all other notified goods (Bluetooth speakers, smart speakers, electronic musical systems), concurrent running is permitted until 1 November 2028, after which IS 13252 and IS 616 stand withdrawn.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy · Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021
  3. 3
If the product contains wireless functionality (Bluetooth, Wi-Fi, or similar), obtain Equipment Type Approval from Wireless Planning and Coordination. For licence-exempt bands with low transmission power, ETA via self-declaration on the Saralsanchar portal is permitted; submit the system-generated certificate, downloadable 48 hours after application, to customs.
    CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT letter ETA-WPC/Policy/2018-19 dated 12-04-2019
  4. 4
For wireless equipment imported by telecom service providers, apply to the Department of Telecommunications via Saralsanchar at least 30 days before shipment arrival. The system-generated licence certificate replaces prior manual approval; customs verifies authenticity by scanning the QR code on the certificate against the Saralsanchar portal.
    CBIC Instruction 23/2021 dated 23-11-2021 · DoT OM F.No. R-11017/02/2021-PP dated 21-10-2021
  5. 5
Quote the BIS R-number and, where applicable, the WPC ETA certificate number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 with respect to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, General Note 2(c) of the import policy, and policy condition 5 of Chapter 85. Review CBIC Instruction 27/2025-CUS dated 26-08-2025 paragraphs 1 to 4 for current customs procedural requirements.

A word of counsel

The single most common error on this tariff line is treating concurrent-running as a permanent licence flexibility rather than a time-limited transitional window. Importers sourcing against IS 13252 (Part 1):2010 or IS 616:2017 R-numbers after 1 May 2026 (for serial no. 65 goods) or after 1 November 2028 (for all other notified goods) will present lapsed-standard registrations at customs, triggering consignment detention regardless of the otherwise valid-looking R-number on the bill of entry. Audit supplier R-numbers against the standard version currently in force, not the version at the time of initial registration.

Frequently asked
Does HSN 8519 89 90 require BIS certification?
Yes. Bluetooth speakers, smart speakers, optical disc players with built-in amplifiers, and electronic musical systems under this tariff line require Bureau of Indian Standards registration under the Compulsory Registration Scheme against IS/IEC 62368 (Part 1):2023, with effect from 18 March 2021 under S.O. 1248(E).
Is WPC Equipment Type Approval required separately from BIS QCO compliance?
Yes, for products with wireless functionality. WPC ETA is administered by the Department of Telecommunications and is independent of the BIS R-number requirement; licence-exempt low-power wireless devices may use self-declaration ETA via the Saralsanchar portal per CBIC Instruction 24/2024-CUS.
Can a supplier still register against IS 13252 or IS 616 instead of IS/IEC 62368 (Part 1):2023?
Only within the concurrent-running window: until 1 May 2026 for serial no. 65 goods and until 1 November 2028 for all other notified goods. After those dates IS 13252 (Part 1):2010 and IS 616:2017 stand withdrawn and registrations against them will not be accepted at customs.
Does a single Compulsory Registration Scheme R-number cover all product models from the same manufacturer?
No. The R-number is model-specific and facility-specific; variants outside the registered model code, or production from an unlicensed facility, are not covered and will be detained on a model-code mismatch with the BIS register.
