MP-3 players and portable digital audio players
HSN 8519 89 40 (MP-3 player) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021. Wireless Planning and Coordination Equipment Type Approval applies as a separate customs-clearance overlay for any wireless-enabled variant.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023. The R-number must be model-specific and current on the date the bill of entry is filed; an expired or scope-mismatched R-number triggers consignment detention.Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm whether the concurrent-running window applies to the consignment. IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-11-2028 for goods other than those listed at serial no. 65; post that date both earlier standards are withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy · Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021
- 3For any MP-3 player variant incorporating wireless functionality in a licence-exempt band, obtain an Equipment Type Approval certificate via the Saralsanchar portal before import. Apply 30 days before expected arrival; the system-generated certificate is downloadable after 48 hours and must accompany the bill of entry.CBIC Instruction 24/2024-CUS dated 22-10-2024 · CBIC Instruction 23/2021 dated 23-11-2021 · DoT letter R-11018/05/2019-PP dated 29-03-2019
- 4For wireless equipment not in a licence-exempt band, obtain an import licence from Wireless Planning and Coordination before shipment. Refer to the WPC Wing compendium of orders and the Saralsanchar portal for the applicable licensing procedure.CBIC Instruction 16/2022-CUS dated 21-07-2022 · DoT F.No. R-11018/02/2017-PP dated 06-07-2022
- 5Quote the BIS R-number on the bill of entry and ensure compliance with DGFT Notification 13/24-25 and CBIC Instruction 27/2025-CUS. Customs cross-checks the R-number against the BIS register in real time; absence or mismatch results in detention, demurrage, and potential re-export.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025 · BIS Act, 2016
The most frequent error on this tariff line is registering a BIS R-number against IS 13252 or IS 616 and treating that as permanently sufficient — without tracking the concurrent-running sunset. IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn after 01 November 2028 for the general category; from that date, only IS/IEC 62368 (Part 1):2023 satisfies the Compulsory Registration Scheme requirement, and consignments accompanied by R-numbers issued under the withdrawn standards alone will be detained at port.
