Parts of microphones, loudspeakers, headphones and audio amplifiers
HSN 8518 90 00 (parts of microphones, loudspeakers, headphones, and audio-frequency amplifiers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 — or, during the concurrent-running window, IS 13252 (Part 1):2010 or IS 616:2017 — is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021. Directorate General of Foreign Trade and Central Board of Indirect Taxes and Customs policy conditions apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier holds a current Bureau of Indian Standards Compulsory Registration Scheme R-number against IS/IEC 62368 (Part 1):2023, IS 302 (Part 1):2008 (for power adaptors for household appliances), IS 13252 (Part 1):2010, or IS 616:2017 as applicable to the specific part. Confirm the R-number covers the exact model and manufacturing facility on the BIS portal before the purchase order.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Identify the correct Indian Standard for the specific part type: power adaptors for audio/video apparatus must conform to IS/IEC 62368 (Part 1):2023; adaptors for household and similar electrical appliances must conform to IS 302 (Part 1):2008. Select the R-number accordingly — an R-number under the wrong IS does not satisfy the QCO obligation.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
- 3Confirm whether the concurrent-running window applies to the consignment. For goods at serial no. 65 of the Order, IS 13252 (Part 1):2010 and IS 616:2017 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-05-2026. For all other goods within this QCO, the concurrent-running window extends until 01-11-2028, after which IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn.S.O. 4997(E) dated 29-10-2025 · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021
- 4Ensure the part bears the BIS standard mark and the supplier's R-number under Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product itself; marking on packaging alone does not satisfy the QCO requirement.Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
- 5Quote the supplier's BIS R-number on the bill of entry and ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 (para 2.31(1)(b) of FTP-2023), General Note 2(c) of the import policy, and policy condition 5 of Chapter 85, as well as CBIC Instruction 27/2025-Cus dated 26-08-2025. Absent or expired documentation triggers consignment detention at port.DGFT Notification 13/24-25 dated 20-05-2024 · General Note 2(c) of the ITC (HS) Import Policy · CBIC Instruction 27/2025-Cus dated 26-08-2025
The single most common error on this tariff line is registering a single R-number under IS/IEC 62368 (Part 1):2023 and assuming it covers every part variant within HSN 8518 90 00, when the QCO separately mandates IS 302 (Part 1):2008 for power adaptors destined for household appliances. Customs and BIS portal verification is model-specific and IS-specific; a consignment of household-appliance adaptors bearing an IS 62368 R-number rather than an IS 302 R-number fails the QCO check and is detained regardless of the mark's physical presence on the product.
