HSN 8518 29 90 (other loudspeakers) is covered by a Bureau of Indian Standards Quality Control Order under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, as amended by S.O. 4997(E). Wireless Planning and Coordination equipment type approval or import licensing applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023. The R-number must be model-specific and current on the date of the shipping bill; a lapsed or scope-mismatched R-number triggers consignment detention at port.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm which concurrent-running standard applies to the specific product: for goods at serial number 65, concurrent running of IS 13252 (Part 1):2010 and IS 616:2017 alongside IS/IEC 62368 (Part 1):2023 is permitted until 01-05-2026; for all other goods it is permitted until 01-11-2028, after which IS 13252 and IS 616 are withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy
- 3If the product contains a wireless module operating in a licensed band, obtain a Wireless Planning and Coordination import licence at least 30 days before shipment arrival via the SaralSanchar portal. For licence-exempt wireless equipment with low transmission power, obtain an Equipment Type Approval certificate through SaralSanchar by self-declaration.CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 23/2021 dated 23-11-2021 · DoT OM F.No. R-11017/02/2021-PP dated 21-10-2021 · DoT ETA-WPC/Policy/2018-19 dated 12-04-2019
- 4Quote the BIS R-number and, where applicable, the WPC import licence number or Equipment Type Approval certificate number on the bill of entry. Customs officers verify the WPC certificate by scanning the QR code on the SaralSanchar-generated certificate; absent or unverifiable credentials trigger detention.CBIC Instruction 24/2024-CUS dated 22-10-2024 · CBIC Instruction 23/2021 dated 23-11-2021 · BIS Act, 2016 · Customs Act, 1962
- 5Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 with reference to paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, paragraph 2(c) of the General Notes to the Import Policy, and policy condition 5 of Chapter 85. Also ensure compliance with paragraphs 1 to 4 of CBIC Instruction 27/2025-CUS dated 26-08-2025.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025 · Policy Condition 5 of Chapter 85
The single most common error on this tariff line is importing wireless headphones and earphones that belong at HSN 8517 62 (Bluetooth wireless headsets for phones, per CBIC Circular 36/2013-CUS) or multifunction speaker systems that belong at HSN 8519 or 8527 (per CBIC Circular 27/2013-CUS) under this residual code instead. A misclassified bill of entry does not merely attract a reclassification demand — it also triggers a fresh BIS R-number verification cycle against the correctly classified heading, with demurrage and ground rent accruing throughout.
