Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 Part 1:2023, or IS 13252 Part 1:2010 or IS 616:2017 where concurrent running is still permitted. The R-number must be model-specific and current on the bill of lading date.
    Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
Confirm whether the concurrent-running window applies to your product. For goods at serial number 65 of the CRO schedule, IS 13252 Part 1:2010 and IS 616:2017 run concurrently with IS/IEC 62368 Part 1:2023 until 01-05-2026; for all other goods under the CRO, concurrent running is permitted until 01-11-2028, after which IS 13252 and IS 616 are withdrawn.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
  3. 3
Determine whether the product requires a Wireless Planning and Coordination Wing import licence or qualifies for Equipment Type Approval via self-declaration for licence-exempt wireless equipment. Licence-exempt devices may be imported on submission of an ETA certificate generated through saralsanchar.gov.in.
    CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT Letter ETA-WPC/POLICY/18-19 dated 12-04-2019
  4. 4
Verify whether the product falls within the Mandatory Testing and Certification of Telecom Equipment notified list — including executive telephone systems, PABX, modems, ISDN CPE, cordless telephones, SDH equipment, PON ONT/ONU/OLT, and feedback devices — and obtain the mandatory TEC certificate before import.
    Indian Telegraph (Amendment) Rules, 2017 · DoT Notifications TEC/01/2017-TC dated 04-07-2019 and 23-06-2020 · CBIC Instruction 15/2020-CUS dated 24-07-2020
  5. 5
Quote the BIS R-number and, where applicable, the WPC import licence or ETA certificate number on the bill of entry. Ensure compliance with ITC HS policy conditions 3 and 4 of Chapter 85 and with DGFT Notification 13/2024-25, and confirm applicability of CBIC Instruction 27/2025-CUS dated 26-08-2025 to the consignment.
    ITC (HS) Policy Conditions 3 and 4 of Chapter 85 · DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025
A word of counsel

The single most common error on this tariff line is importing product on an R-number registered against IS 13252 Part 1:2010 or IS 616:2017 without verifying whether the concurrent-running window for that specific CRO serial number has already closed. Smart speakers and smart watches must conform to IS/IEC 62368 Part 1:2023 and are not eligible for the extended concurrent-running period applicable to other goods; a consignment arriving with an IS 13252-based R-number for smart speaker or smart watch variants triggers detention regardless of the certificate's nominal validity date.

Frequently asked
Does HSN 8517 69 90 require BIS certification?
Yes. Goods under this tariff line require Bureau of Indian Standards registration under the Compulsory Registration Scheme against IS/IEC 62368 Part 1:2023 (or IS 13252 Part 1:2010 or IS 616:2017 where concurrent running applies) with effect from 18 March 2021 under S.O. 1248(E).
Is a Wireless Planning and Coordination Wing import licence required separately from BIS Compulsory Registration Scheme compliance?
Yes, for wireless equipment that is not licence-exempt. Licence-exempt devices with low transmission power may instead submit an Equipment Type Approval certificate generated through saralsanchar.gov.in per CBIC Instruction 24/2024-CUS.
Until when can importers use IS 13252 Part 1:2010 or IS 616:2017 instead of IS/IEC 62368 Part 1:2023?
For goods at CRO serial number 65, concurrent running ends 01-05-2026. For all other CRO-listed goods, it ends 01-11-2028, after which IS 13252 and IS 616 are withdrawn. Smart speakers and smart watches must already conform to IS/IEC 62368 Part 1:2023 with no extended concurrent period.
Does a single Compulsory Registration Scheme R-number cover all product variants and models from the same manufacturer?
No. The R-number is model-specific; variants or models outside the registered scope are not covered, and customs detains a consignment where the declared model code does not match the BIS register entry.
