Static converters (SMPS, power banks, UPS, inverters, power adaptors)
HSN 8504 40 90 (other static converters) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the applicable Indian Standard is mandatory under the Compulsory Registration Scheme with effect from 07 September 2012, by virtue of S.O. 2357(E) and S.O. 1248(E) as amended by S.O. 4997(E). Bureau of Energy Efficiency labelling and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Identify the applicable Indian Standard for the specific product type before sourcing: IS 16221 (Part 2):2015 for photovoltaic power inverters; IS 16169:2014 for utility-interconnected PV inverters; IS 15885 Part 2 Sec 13:2012 for LED control gear; IS 16242 (Part 1):2014 for UPS/inverters up to 10 kVA; IS 302 (Part 1):2008 for household-appliance adaptors; and IS/IEC 62368 Part 1:2023 for power adaptors for IT equipment, power banks, standalone SMPS, and audio/video adaptors.Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 · S.O. 2357(E) dated 07-09-2012 as amended · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 as amended · S.O. 4997(E) dated 29-10-2025
- 2Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against the correct IS and part number for the product model being imported. The R-number must be model-specific, cover the exact product variant, and remain current on the shipping bill date.S.O. 1248(E) dated 18-03-2021 · S.O. 2357(E) dated 07-09-2012 · BIS (Conformity Assessment) Regulations, 2018 · Scheme-II of Schedule-II
- 3For goods under concurrent running, note that IS 13252 (Part 1):2010 and IS 616:2017 may be used concurrently with IS/IEC 62368 Part 1:2023 until 01-11-2028 for most goods (or 01-05-2026 for goods at serial no. 65). After those dates, IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn; source accordingly and confirm supplier R-numbers cite the correct transitional standard.S.O. 4997(E) dated 29-10-2025 · General Note 2(C) of the Import Policy · Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021
- 4For UPS/inverter imports, obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before shipment. Micro enterprises as defined under the MSMED Act, 2006 are exempt. Quote the EPR authorisation number on the bill of entry alongside the BIS R-number.Schedule-I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Ensure compliance with CBIC Instruction 27/2025-Cus dated 26-08-2025 and DGFT Notification 13/24-25 dated 20-05-2024 regarding para 2.31(1)(b) of the FTP-2023, general notes import policy para 2(c), and policy conditions 5 and 7 of Chapter 85. Quote the BIS R-number, EPR authorisation, and BEE labelling reference on the bill of entry.CBIC Instruction 27/2025-Cus dated 26-08-2025 · DGFT Notification 13/24-25 dated 20-05-2024 · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025
The most common failure on this tariff line is treating HSN 8504 40 90 as a single-standard obligation when it is a multi-IS residual category: each product sub-type (power bank, standalone SMPS, PV inverter, UPS, LED driver, household adaptor) maps to a distinct IS and R-number. An R-number valid for a UPS under IS 16242 does not cover a power bank under IS/IEC 62368; customs port-verification cross-references the model code against the IS cited in the R-number, and a standard-mismatch — even with a live R-number — triggers consignment detention, demurrage, and potential re-export.
