Battery chargers, power adaptors and power banks (static converters)
HSN 8504 40 30 (battery chargers) is covered by a Bureau of Indian Standards Quality Control Order under the Compulsory Registration Scheme. Multiple Indian Standards apply depending on end-use: IS 16242 (Part 1):2014 for UPS/inverters up to 10 kVA, IS 302 (Part 1):2008 for household adaptors, IS 13252 (Part 1):2010 or IS 616:2017 (with concurrent running permitted until 1 November 2028) for IT and audio-video equipment adaptors, IS 16221 (Part 2):2015 for PV-system power inverters, and IS 16169:2014 for utility-interconnected PV inverters. Extended Producer Responsibility authorisation under the E-Waste (Management) Rules, 2022 and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.

- 3For IT-equipment power adaptors and audio-video adaptors registered against IS 13252 (Part 1):2010 or IS 616:2017, note that concurrent running with IS/IEC 62368 (Part 1):2023 is permitted until 1 November 2028, after which the earlier standards are withdrawn. The single most common error on this tariff line is obtaining a BIS R-number against the wrong Indian Standard for the product variant being shipped. HSN 8504 40 30 spans at least five distinct IS mappings — PV inverters, UPS/inverters, household adaptors, IT-equipment adaptors, and audio-video adaptors — and customs verification is model-code specific. An R-number validly issued against IS 16242 for a UPS does not cover a power bank or a laptop adaptor; the mismatch is detected at port and results in consignment detention pending fresh certification.
