Dip bridge rectifier
DIP bridge rectifiers and static converters (power adaptors, UPS, inverters)
HSN 8504 40 21 (DIP bridge rectifiers) is covered by a Bureau of Indian Standards Quality Control Order under the Compulsory Registration Scheme. Conformity to the applicable Indian Standard — IS 16242 (Part 1):2014 for UPS/inverters, IS 15885 (Part 2, Section 13):2012 for LED control gear, IS 302 (Part 1):2008 for household adaptors, and IS 16221 (Part 2):2015 or IS 16169:2014 for photovoltaic inverters — is mandatory with effect from 07 September 2012 under S.O. 2357(E) as amended. Bureau of Energy Efficiency labelling and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Identify the precise sub-category of the consignment — photovoltaic power inverter, utility-interconnected inverter, UPS/inverter ≤10 kVA, LED control gear, IT-equipment power adaptor, AV-equipment power adaptor, or household-appliance adaptor — and verify the supplier's BIS R-number against the corresponding Indian Standard on the BIS online register before placing the purchase order.Solar Photovoltaics, Systems, Devices and Components Goods (Requirements for Compulsory Registration) Order, 2017 · S.O. 2357(E) dated 07-09-2012 as amended; Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 as amended · S.O. 4997(E) dated 29-10-2025
- 2Confirm the applicable IS by product type: IS 16221 (Part 2):2015 for PV power inverters; IS 16169:2014 for utility-interconnected PV inverters; IS 16242 (Part 1):2014 for UPS/inverters ≤10 kVA; IS 15885 (Part 2, Section 13):2012 for DC/AC LED control gear; IS 302 (Part 1):2008 for household-appliance adaptors. The R-number must be model-specific and current on the shipping bill date.S.O. 2357(E) dated 07-09-2012 as amended · S.O. 1248(E) dated 18-03-2021 as amended · S.O. 4997(E) dated 29-10-2025
- 3For IT-equipment and AV-equipment power adaptors registered under IS 13252 (Part 1):2010 or IS 616:2017, note the concurrent-running window: for goods at Serial No. 65, concurrent running with IS/IEC 62368 (Part 1):2023 is permitted until 01-05-2026; for all other goods, the window runs until 01-11-2028, after which IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn.Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 as amended · S.O. 4997(E) dated 29-10-2025 · General Note 2(C) of the Import Policy
- 4If the consignment includes UPS/inverters, obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board under the E-Waste (Management) Rules, 2022 before import. MSMED-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number on the bill of entry and ensure compliance with CBIC Instruction 27/2025-Cus dated 26-08-2025, DGFT Notification 13/24-25 dated 20-05-2024, and Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026. Customs verifies each reference independently; any absent, expired, or scope-mismatched credential triggers consignment detention.CBIC Instruction 27/2025-Cus dated 26-08-2025 · DGFT Notification 13/24-25 dated 20-05-2024 · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025; Policy Conditions 5 and 7 of Chapter 85
The single most common error on this tariff line is treating the DIP bridge rectifier as a single product category with one IS number, when the QCO obligation bifurcates sharply by end-use application — photovoltaic inverters, UPS, LED drivers, IT adaptors, and household adaptors each carry a distinct Indian Standard and, in some cases, a distinct concurrent-running deadline. A consignment declared generically as 'static converters' without specifying the sub-category and corresponding R-number will be detained at port while customs seeks clarification on which IS applies, generating demurrage and ground rent that accumulates well before re-export or compliance rectification is possible.
