Ballasts for discharge lamps or tubes, electronic control gear
HSN 8504 10 90 (ballasts for discharge lamps or tubes) is covered by a Bureau of Indian Standards Quality Control Order. DC or AC supplied electronic control gear for LED modules must conform to IS 15885 (Part 2, Section 13):2012, and self-ballasted LED lamps must conform to IS 16102 (Part 1):2012, both mandatory under the Compulsory Registration Scheme with effect from 18 March 2021. Directorate General of Foreign Trade policy conditions and Central Board of Indirect Taxes and Customs instructions apply as separate customs-clearance overlays.

The most common error on this tariff line is treating a single R-number as covering both electronic control gear and self-ballasted LED lamps within the same consignment. IS 15885 (Part 2, Section 13):2012 covers DC or AC electronic control gear for LED modules; IS 16102 (Part 1):2012 covers self-ballasted LED lamps — each product type requires its own model-specific R-number, and a mismatch between the registered standard and the actual product type is sufficient grounds for port detention even where the R-number itself is current.
