Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS 15885 (Part 2, Section 13):2012 for DC or AC supplied electronic control gear for LED modules, or against IS 16102 (Part 1):2012 for self-ballasted LED lamps. The R-number must be model-specific and current on the date of the shipping bill.
Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021
  2. 2
Ensure every unit bears the Standard Mark under a Compulsory Registration Scheme R-number licence per Scheme-II of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The Standard Mark must appear on the product itself; marking on packaging alone is non-compliant.
    Scheme-II of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1248(E) dated 18-03-2021
  3. 3
Confirm compliance with DGFT Notification 32/2015-20 dated 17-09-2020 and with DGFT Notification 13/24-25 dated 20-05-2024, including paragraph 2.31(1)(b) of the Foreign Trade Policy 2023, paragraph 2(c) of the General Notes to the Import Policy, and policy conditions 5 and 7 of Chapter 85.

  4. 4
Ensure compliance with paragraphs 1 to 4 of Central Board of Indirect Taxes and Customs Instruction 27/2025-Cus dated 26-08-2025 before filing the bill of entry. Confirm whether the consignment falls within the scope of that instruction and document accordingly.
    CBIC Instruction 27/2025-Cus dated 26-08-2025
  5. 5
Quote the supplier's BIS R-number on the bill of entry and ensure the model code on the bill of entry matches the registered model on the BIS portal exactly. Customs verifies the R-number in real time; an absent, expired, or model-mismatched R-number triggers consignment detention.

A word of counsel

The most common error on this tariff line is treating a single R-number as covering both electronic control gear and self-ballasted LED lamps within the same consignment. IS 15885 (Part 2, Section 13):2012 covers DC or AC electronic control gear for LED modules; IS 16102 (Part 1):2012 covers self-ballasted LED lamps — each product type requires its own model-specific R-number, and a mismatch between the registered standard and the actual product type is sufficient grounds for port detention even where the R-number itself is current.

Frequently asked
Does HSN 8504 10 90 require BIS certification?
Yes. Electronic control gear for LED modules and self-ballasted LED lamps falling under this tariff line require Bureau of Indian Standards registration under the Compulsory Registration Scheme against IS 15885 (Part 2, Section 13):2012 or IS 16102 (Part 1):2012 respectively, with effect from 18 March 2021.
Are DGFT policy conditions applicable separately from the BIS QCO obligation?
Yes. DGFT Notification 32/2015-20 and DGFT Notification 13/24-25, together with policy conditions 5 and 7 of Chapter 85, are separate customs-clearance requirements independent of the BIS Compulsory Registration Scheme obligation.
Does one R-number registration cover both electronic control gear and self-ballasted LED lamps?
No. The R-number is model-specific and standard-specific; electronic control gear registered against IS 15885 (Part 2, Section 13):2012 does not cover self-ballasted LED lamps, which require a separate registration against IS 16102 (Part 1):2012.
Is the R-number licence facility-specific or manufacturer-wide?
The R-number is model-specific and covers the registered model from the named manufacturing facility; products from a different plant, or model variants outside the registered scope, are not covered and will be detained at customs.
