Micro computers (laptops, notebooks, tablets, all-in-one PCs)
HSN 8471 41 10 (micro computers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the ISI Mark Scheme with effect from 01 November 2023, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination equipment type approval, Extended Producer Responsibility authorisation, Bureau of Energy Efficiency labelling, and the Import Management System licence restriction administered by the Directorate General of Foreign Trade apply as separate customs-clearance overlays.

The single most common error on this tariff line is assuming the Import Management System licence restriction applies uniformly to all goods under CTH 8471. Per DGFT Policy Circular 9/23-24, the restriction covers only laptops, tablets, all-in-one PCs, ultra-small form factor computers, and servers — desktop computers and other non-enumerated goods under CTH 8471 are explicitly excluded. Misreading the scope causes either unnecessary licence procurement costs for unrestricted goods, or — more costly — shipment of restricted form-factors without a valid Import Authorisation, triggering detention and re-export at the importer's expense.
