Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023 for the specific printer, MFD, or plotter model being imported. The R-number must be model-specific and current on the shipping bill date.
    Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
  2. 2
During the concurrent-running window, confirm whether the supplier's R-number is registered against IS 13252 (Part 1):2010 or IS 616:2017 as an alternative to IS/IEC 62368 (Part 1):2023. For printers and MFDs (serial no. 65 goods), concurrent running is valid until 01-05-2026; for all other notified goods, it runs until 01-11-2028.
Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021 · S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
  3. 3
If the device contains wireless functionality operating in a licence-exempt band with low transmission power, obtain Equipment Type Approval via self-declaration through the saralsanchar.gov.in portal before import. Download the system-generated ETA certificate at least 48 hours after application.
    CBIC Instruction 24/2024-CUS dated 22-10-2024 · DoT letter ETA-WPC/Policy/2018-19 dated 12-04-2019 · R-11018/05/2019-PP dated 29-03-2019
  4. 4
Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board before import of printers and facsimile machines including cartridges. MSMED-registered micro enterprises are exempt. Quote the EPR authorisation number on the bill of entry.
    Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
  5. 5
Quote the BIS R-number, the ETA certificate number, and the CPCB EPR authorisation number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 dated 20-05-2024 regarding paragraph 2.31(1)(b) of the FTP-2023 and policy condition 2 of Chapter 84.

A word of counsel

The single most common error on this tariff line is presenting a BIS R-number registered against IS 13252 (Part 1):2010 or IS 616:2017 for a printer or MFD after the concurrent-running deadline of 01 May 2026, at which point only IS/IEC 62368 (Part 1):2023 remains valid for serial no. 65 goods. Importers who do not track the concurrent-running expiry date by product category will find their consignment detained at port with no valid BIS certification, even where the supplier's registration existed at the time of the purchase order.

Frequently asked
Does HSN 8443 32 90 require BIS certification?
Yes. Printers, multifunction devices, and plotters capable of connecting to a network require BIS registration under the Compulsory Registration Scheme against IS/IEC 62368 (Part 1):2023, with effect from 18 March 2021 under the Electronics and Information Technology Goods (Requirements of Compulsory Registration) Order, 2021.
Can IS 13252 or IS 616 still be used as the basis for BIS registration?
Yes, but only until the concurrent-running deadline. For printers and MFDs (serial no. 65 goods), IS 13252 (Part 1):2010 and IS 616:2017 remain valid until 01 May 2026; after that date, only IS/IEC 62368 (Part 1):2023 is accepted.
Is a wireless import licence or Equipment Type Approval required for network-capable printers?
Devices with wireless functionality in a licensed band require a Wireless Planning and Coordination import licence; those operating in a licence-exempt band with low transmission power qualify for Equipment Type Approval via self-declaration on the saralsanchar.gov.in portal per CBIC Instruction 24/2024-CUS.
Does a single BIS R-number cover all models from the same manufacturer?
No. The R-number is model-specific under the Compulsory Registration Scheme; models outside the registered model code are not covered, and a model-code mismatch with the BIS register triggers consignment detention.
