Laser Jet printer
Laser jet printers capable of connecting to a network
HSN 8443 32 40 (laser jet printers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 Part 1:2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination type approval and Extended Producer Responsibility authorisation apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign supplier's BIS Compulsory Registration Scheme R-number against IS/IEC 62368 Part 1:2023 on the BIS portal before placing the purchase order. The R-number must be model-specific and current on the shipping bill date.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm the applicable concurrent-running window for the specific product. For printers and MFDs, IS 13252 Part 1:2010 and IS 616:2017 run concurrently with IS/IEC 62368 Part 1:2023 until 01-11-2028, after which IS 13252 and IS 616 are withdrawn. Ensure the R-number reflects the currently operative standard.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
- 3Determine whether the laser jet printer incorporates wireless functionality operating in a licensed band. If so, obtain a Wireless Planning and Coordination wing import licence via the Saralsanchar portal at least 30 days before the expected arrival date; if operating in licence-exempt bands with low transmission power, obtain Equipment Type Approval through self-declaration on Saralsanchar.CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 24/2024-CUS dated 22-10-2024 · CBIC Instruction 23/2021 dated 23-11-2021
- 4Obtain Extended Producer Responsibility authorisation from the Central Pollution Control Board for import of printers including cartridges before the consignment arrives. Micro enterprises as defined in the MSMED Act, 2006 are exempt from the EPR requirement.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number, the WPC licence or ETA certificate number, and the EPR authorisation number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 and CBIC Instruction 27/2025-CUS; customs verifies all registrations independently, and any absent, expired, or scope-mismatched entry triggers consignment detention.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025 · Policy Condition 2 of Chapter 84
The single most common error on this tariff line is registering an R-number against the older IS 13252 Part 1:2010 or IS 616:2017 and assuming it satisfies the BIS Compulsory Registration Scheme indefinitely. The transition to IS/IEC 62368 Part 1:2023 is time-bound: concurrent running for printers ends on 01 November 2028, after which IS 13252 and IS 616 are withdrawn. Importers who do not proactively migrate their supplier's R-number to IS/IEC 62368 Part 1:2023 before that deadline will face consignment detention on every subsequent import.
