HSN 8443 32 20 (dot matrix printers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS/IEC 62368 (Part 1):2023 is mandatory under the Compulsory Registration Scheme with effect from 18 March 2021, by virtue of the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. Wireless Planning and Coordination type approval, Extended Producer Responsibility authorisation, and Directorate General of Foreign Trade policy conditions apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023 before placing the purchase order. The R-number must be model-specific and current on the date of the shipping bill.Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 · S.O. 1248(E) dated 18-03-2021 · S.O. 4997(E) dated 29-10-2025
- 2Confirm the concurrent-running window applies to your product: printers at serial no. 65 of the QCO schedule may run IS 13252 (Part 1):2010 or IS 616:2017 alongside IS/IEC 62368 (Part 1):2023 until 01-05-2026; all other notified goods may run the older standards until 01-11-2028, after which IS 13252 (Part 1):2010 and IS 616:2017 are withdrawn.S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the Import Policy
- 3Determine whether the printer incorporates wireless functionality. If it operates in a licence-exempt band with low transmission power, obtain Equipment Type Approval via self-declaration on the Saralsanchar portal at least 30 days before shipment arrival. Download the system-generated certificate after 48 hours and attach it to the consignment documentation.CBIC Instruction 16/2022-CUS dated 21-07-2022 · CBIC Instruction 23/2021 dated 23-11-2021 · DoT OM F.No. R-11017/02/2021-PP dated 21-10-2021
- 4Obtain Extended Producer Responsibility authorisation from the relevant authority for import of printers including cartridges before the consignment arrives. MSMED Act-registered micro enterprises are exempt from this requirement.Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
- 5Quote the BIS R-number, the Equipment Type Approval certificate (if applicable), and the EPR authorisation number on the bill of entry. Ensure compliance with DGFT Notification 13/24-25 and CBIC Instruction 27/2025-CUS; customs verifies each credential independently and any absent, expired, or scope-mismatched document triggers consignment detention.DGFT Notification 13/24-25 dated 20-05-2024 · CBIC Instruction 27/2025-CUS dated 26-08-2025 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is registering the R-number against the legacy IS 13252 (Part 1):2010 or IS 616:2017 standard without checking whether the concurrent-running window for that product's serial number has already closed. For printers at serial no. 65, the concurrent-running period for the older standards expires 01 May 2026 — well ahead of the 01 November 2028 cut-off applicable to most other notified goods — meaning a supplier still producing to IS 13252 past that date is out of scope and the consignment is detainable regardless of a valid R-number being quoted on the bill of entry.
