Compliance steps
  1. 1
Verify the foreign supplier's BIS Compulsory Registration Scheme R-number on the BIS portal against IS/IEC 62368 (Part 1):2023. The R-number must be model-specific, current on the shipping bill date, and cover the exact line-printer model being imported.

  2. 2
Confirm whether concurrent running under IS 13252 (Part 1):2010 or IS 616:2017 applies. For goods at serial no. 65 of the QCO schedule, concurrent running with IS/IEC 62368 (Part 1):2023 is permitted until 01-05-2026; for all other listed goods, the concurrent-running window extends to 01-11-2028, after which IS 13252 and IS 616 are withdrawn.
S.O. 4997(E) dated 29-10-2025 · General Note 2(c) of the ITC (HS) Import Policy
  3. 3
If the line printer incorporates wireless functionality, obtain Equipment Type Approval from the Wireless Planning and Coordination wing via the Saral Sanchar portal before import. Apply at least 30 days prior to shipment arrival; the system-generated certificate is downloadable 48 hours after application.

  4. 4
Obtain Extended Producer Responsibility authorisation from the competent authority for import of printers including cartridges, unless the importer qualifies as a micro enterprise under the MSMED Act, 2006. Quote the EPR authorisation number on the bill of entry.
    Schedule I of the E-Waste (Management) Rules, 2022 · G.S.R. 801(E) dated 02-11-2022
  5. 5
Quote the BIS R-number, the WPC ETA certificate reference (where applicable), and the EPR authorisation number on the bill of entry. Ensure compliance with CBIC Instruction 27/2025-CUS dated 26-08-2025 and DGFT Notification 13/2024-25 dated 20-05-2024 regarding policy condition 2 of Chapter 84.

A word of counsel

The single most common error on this tariff line is importing against an R-number registered to IS 13252 (Part 1):2010 or IS 616:2017 without confirming whether the concurrent-running window still applies to that specific serial-number position in the QCO schedule. Serial no. 65 goods lose concurrent-running protection on 01-05-2026; all other goods lose it on 01-11-2028. An R-number valid at the time of order placement may be insufficient by the date of arrival if the applicable concurrent-running window closes in the interim, triggering detention at port pending fresh CRS registration.

Frequently asked
Does HSN 8443 32 10 require BIS certification?
Yes. Line printers capable of connecting to an automatic data processing machine or a network must conform to IS/IEC 62368 (Part 1):2023 under the Compulsory Registration Scheme; import is permitted only from manufacturers holding a current, model-specific BIS R-number.
Is Wireless Planning and Coordination approval required for every line printer?
Only if the printer incorporates wireless functionality. Licence-exempt wireless equipment may use Equipment Type Approval via self-declaration on saralsanchar.gov.in; wireless equipment requiring a licence must follow the standard WPC import-licensing process under CBIC Instruction 16/2022-CUS.
Can the supplier still register under IS 13252 (Part 1):2010 or IS 616:2017 instead of IS/IEC 62368 (Part 1):2023?
Only within the concurrent-running windows. IS 13252 and IS 616 run concurrently with IS/IEC 62368 (Part 1):2023 until 01-05-2026 for serial no. 65 goods and until 01-11-2028 for all other listed goods; after the applicable deadline both earlier standards are withdrawn.
Does a single BIS R-number cover all models from the same manufacturer?
No. The R-number is model-specific under the Compulsory Registration Scheme; a separate R-number is required for each distinct printer model, and customs detains any consignment where the declared model does not match the registered model on the BIS portal.
