Parts of aluminium table, kitchen and household articles
HSN 7615 10 90 (parts of aluminium table, kitchen and household articles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17803:2022 is mandatory under the ISI Mark Scheme with effect from 06 June 2024, pursuant to the Potable Water Bottles (Quality Control) Amendment Order 2024. No separate customs-clearance overlay administered by a Partner Government Agency applies to this tariff line.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17803:2022 for aluminium potable water bottles. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Potable Water Bottles (Quality Control) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024
- 2Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The standard mark must appear on the product itself; marking on packaging alone does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1071(E) dated 05-03-2024
- 3Confirm the enterprise-size status of the foreign manufacturer. Small Enterprise enforcement commenced 06-09-2024; Micro Enterprise enforcement commenced 06-12-2024. Consignments from manufacturers qualifying as Udyam-registered micro enterprises with plant and machinery investment not exceeding ₹1 crore and turnover not exceeding ₹5 crore are exempt from the QCO.Potable Water Bottles (Quality Control) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024 · S.O. 3702(E) dated 29-08-2024
- 4If the consignment consists of stock manufactured or imported before 06-06-2024 by a BIS-certified manufacturer or an importer who had applied for BIS certification, obtain a declaration certified by a Chartered Accountant and submit it to BIS. Such declared stock may be sold or offered for sale up to six months from the commencement of the Potable Water Bottles (Quality Control) Amendment Order 2024.Potable Water Bottles (Quality Control) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024
- 5Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention, demurrage, and potential confiscation under the BIS Act, 2016.BIS Act, 2016 · Customs Act, 1962 · S.O. 777(E) dated 12-02-2026
The sharpest trap on this tariff line is the HSN-to-product scope mismatch: HSN 7615 10 90 captures 'parts' of aluminium household articles, yet the QCO under IS 17803:2022 targets the finished potable water bottle as the regulated article. Importers of genuine parts — lids, seals, handles — that are not in themselves finished potable water bottles risk misapplying the CM/L requirement; conversely, importers of finished aluminium water bottles who classify them as 'parts' to escape the QCO face confiscation and criminal liability under Section 29 of the BIS Act, 2016 for import of uncertified goods.
