Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 16011:2012. Verify the supplier's CM/L number, licensed product scope (alloy grade, temper, thickness range), and licensed facility on the BIS online register before placing the purchase order.
Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 · S.O. 2021(E) dated 05-05-2025
  2. 2
Ensure every consignment of backed aluminium foil bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its primary roll packaging in a traceable form.
    Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 2021(E) dated 05-05-2025
  3. 3
Register the consignment on the Non-Ferrous Metal Import Monitoring System (NFMIMS) portal under Annexure-II (aluminium) before arrival. Fee ₹500, registration valid for 75 days; apply no earlier than 60 days before the expected arrival date. The minimum advance-registration requirement has been abolished.
    DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
  4. 4
Quote both the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the NFMIMS registration against the DGFT portal; either absent, expired, or scope-mismatched triggers consignment detention.
    BIS Act, 2016 · Customs Act, 1962 · DGFT Policy Circular 42/2015-2020 dated 27-07-2022
  5. 5
If the importer qualifies as a micro enterprise under the Micro, Small and Medium Enterprises Development Act, 2006, the BIS QCO effective date is 01 April 2026; for small enterprises it is 01 January 2026. Retain MSME registration documentation to substantiate any deferral claim at the port of import.

A word of counsel

The single most common error on this tariff line is assuming the enforcement date of 01 October 2025 applies uniformly to all importers. The Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025 staggers compliance by enterprise size — small enterprises have until 01 January 2026 and micro enterprises until 01 April 2026 — but importers who cannot substantiate their MSME classification at the port of entry are treated as large enterprises and face detention for unmarked foil from the general effective date. Carry documentary proof of MSME registration whenever claiming a deferred date.

Frequently asked
Does HSN 7607 20 90 require BIS certification?
Yes. Backed aluminium foil for pharmaceutical packaging and general use must conform to IS 16011:2012 under the ISI Mark Scheme with effect from 01 October 2025, by virtue of the Aluminium and Aluminium Alloy Products (Quality Control) Order, 2025; import is permitted only from manufacturers holding a current BIS CM/L licence.
Is NFMIMS registration required separately from BIS QCO compliance?
Yes. Non-Ferrous Metal Import Monitoring System registration under Annexure-II (aluminium) is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. Fee ₹500, registration valid for 75 days, applied no earlier than 60 days before arrival.
Do micro and small enterprises have a later compliance date under the QCO?
Yes. Micro enterprises as defined under the Micro, Small and Medium Enterprises Development Act, 2006 must comply from 01 April 2026; small enterprises from 01 January 2026. Importers must produce MSME registration evidence at the port to rely on either deferred date.
Does a single CM/L licence cover all backed aluminium foil variants from the same manufacturer?
No. The CM/L licence is scope-specific by alloy grade, temper, thickness range, and licensed manufacturing facility; foil outside the licensed specification or from an unlicensed plant is not covered, and customs detains the consignment on any mismatch with the BIS register.
