HSN 7419 80 90 (other articles of copper) is covered by a Bureau of Indian Standards Quality Control Order in so far as the goods constitute potable water bottles. Conformity to IS 17803:2022 is mandatory under the ISI Mark Scheme with effect from 06 June 2024 under the Potable Water Bottles (Quality Control) Amendment Order 2024. Non-Ferrous Metal Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most frequently overlooked nuance on this tariff line is the staggered enforcement calendar: the standard (IS 17803:2022) applies from 06 June 2024 for large enterprises, 06 September 2024 for small enterprises, and 06 December 2024 for micro enterprises as defined under the Udyam Portal. Importers sourcing from suppliers who claim micro-enterprise status after the general enforcement date without a valid Chartered Accountant certificate and a declared-stock declaration to BIS will find Customs treating the consignment as non-compliant regardless of the supplier's self-classification.
