Copper reservoirs, tanks, vats and similar containers for potable water
HSN 7419 80 10 (copper reservoirs, tanks, vats and similar containers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17803:2022 is mandatory under the ISI Mark Scheme with effect from 06 June 2024 under the Potable Water Bottles (Quality Control) Amendment Order 2024. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17803:2022. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Potable Water Bottles (Quality Control) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024; S.O. 3702(E) dated 29-08-2024; S.O. 777(E) dated 12-02-2026
- 2Ensure every container bears the ISI mark and the supplier's CM/L licence number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The ISI mark must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Potable Water Bottles (Quality Control) Amendment Order, 2024

- 4Quote the supplier's BIS CM/L number and the NFMIMS automatic registration number on the bill of entry. - 5If the consignment consists of liquid-capacity containers exceeding 20 litres, verify whether Legal Metrology registration and product-approval certificates are required under Sections 19, 20, and 22 of the Legal Metrology Act, 2009, and Rules 11 to 15 of the Legal Metrology (General) Rules, 2011.Sections 19, 20 and 22 of the Legal Metrology Act, 2009 · Rules 11 to 15 (Sixth Schedule) of the Legal Metrology (General) Rules, 2011
The most common error on this tariff line is assuming the ISI Mark obligation covers the full breadth of copper containers under HSN 7419 80 10, when IS 17803:2022 applies specifically to potable-water bottles — containers intended to hold drinking water. Copper decorative vessels, industrial tanks, or non-food-contact containers imported under the same HSN are outside the Potable Water Bottles QCO scope, yet customs may flag any consignment under the tariff line for BIS verification. Establish and document the end-use purpose of the container before the bill of entry, and retain evidence distinguishing potable-water-contact product from out-of-scope copper containers.
