HSN 7419 20 00 (cast, moulded, stamped or forged copper articles) is subject to compulsory advance registration under the Non-Ferrous Metals Import Monitoring System (NFMIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. An automatic registration number must be obtained before consignment arrival by paying a registration fee of ₹500, with registration valid for 75 days. Importers operating under the India-Nepal Treaty TRQ for copper products must additionally comply with the allocation procedure under DGFT Public Notice 17/2023.
- NFMIMS registration number from DGFT
- TRQ allocation letter from DGFT
- ITC (HS) policy compliance declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the Non-Ferrous Metals Import Monitoring System portal by submitting advance information for copper imports listed in Annexure-I and paying the ₹500 registration fee. Apply no earlier than 60 days before the expected date of arrival; the automatic registration number is valid for 75 days and there is no minimum advance-registration window.DGFT Notification 61/2015-2020 dated 31-03-2021 · S.O. 3759(E) · DGFT Notification 26/2016-20 dated 10-08-2022
- 2If importing copper products under the India-Nepal Treaty Tariff Rate Quota (TRQ), comply with the DGFT allocation and monitoring procedure for 10,000 MT of copper products under Chapter 74 and CTH 8544 for the relevant financial year, as notified under Para 2.92 of the Handbook of Procedures 2023.DGFT Public Notice 17/2023 dated 22-06-2023, Para (i to xv) · HBP 2023, Para 2.92
The most common error on this tariff line is applying for NFMIMS registration too close to vessel arrival and misreading the abolished minimum advance-notice rule as granting dispensation from registration altogether. Registration must still be obtained before consignment arrival; the zero-day minimum (per S.O. 3759(E) and DGFT Notification 26/2016-20) merely removes the earlier mandatory 5-day lead, not the requirement itself. A consignment arriving without a valid registration number is liable to detention and DGFT-policy enforcement, with the 75-day validity window offering no grace beyond the date of arrival.
