Copper table, kitchen and household articles (potable water bottles)
HSN 7418 10 22 (copper table, kitchen and household articles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17803:2022 is mandatory under the ISI Mark Scheme with effect from 6 June 2024 under the Potable Water Bottles (Quality Control) Amendment Order, 2024. Directorate General of Foreign Trade Tariff Rate Quota controls on Chapter 74 copper products apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17803:2022 for copper potable water bottles. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Potable Water Bottles (Quality Control) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024 · IS 17803:2022
- 2Ensure every copper potable water bottle bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 1071(E) dated 05-03-2024
- 3Confirm the applicable enforcement date for the foreign manufacturer's enterprise category: general enterprises from 06-06-2024, small enterprises from 06-09-2024, and micro enterprises from 06-12-2024. Import of non-conforming goods after the relevant date attracts detention and potential confiscation.S.O. 1071(E) dated 05-03-2024 · S.O. 3702(E) dated 29-08-2024
- 4If claiming the micro-enterprise exemption, obtain a Chartered Accountant certificate confirming Udyam Portal registration and that investment in plant and machinery does not exceed ₹1 crore and annual turnover does not exceed ₹5 crore for the previous financial year. Present this certificate at customs along with the bill of entry.Potable Water Bottles (Quality Control) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024
- 5Check whether the consignment is subject to the Tariff Rate Quota for Chapter 74 copper products under the revised India-Nepal treaty. If within TRQ scope, comply with the allocation and monitoring procedure under paragraph 2.92 of the Handbook of Procedures, 2023.DGFT Public Notice 17/2023 dated 22-06-2023 · Handbook of Procedures, 2023 para 2.92
The most common error on this tariff line is assuming the micro-enterprise carve-out applies to the foreign manufacturer rather than recognising it as an exemption available only where the Udyam-registered enterprise meets both the investment cap (₹1 crore in plant and machinery) and the turnover cap (₹5 crore) for the previous financial year, certified by a Chartered Accountant. An importer who cites the exemption without furnishing the CA certificate at port faces detention of the entire consignment; the BIS obligation under IS 17803:2022 is not waived by the enterprise category of the overseas supplier.
