HSN 7410 12 00 (Copper foil of copper alloys) is subject to Directorate General of Foreign Trade (DGFT) import policy controls, including a Tariff Rate Quota (TRQ) administered by DGFT as the designated authority for allocation and monitoring under the revised India-Nepal Treaty. Import of copper products under Chapter 74 is governed by the TRQ procedure for 10,000 MT annual allocation for FY 2023-24 and the conditions under Para 2.92 of the Handbook of Procedures (HBP) 2023.

The single most common error on this tariff line is importing copper alloy foil without first securing a TRQ allocation from DGFT, on the assumption that copper foil is freely importable. The TRQ is an annual cap of 10,000 MT across Chapter 74 and CTH 8544 combined; imports arriving without a prior DGFT allocation letter attract Restricted-import enforcement, detention at the port of entry, and potential confiscation of the excess consignment. Confirm the residual TRQ balance with DGFT before each shipment, as the allocation window closes once the annual cap is exhausted.
